Subject: Nomination of Citizens for Appointment to the Etobicoke Local Architectural Conservation Advisory Committee (LACAC) Panel

All Former Wards Etobicoke

Purpose:

To forward to Council recommendations for the appointment of two citizens to the Etobicoke LACAC Panel.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

(1) Council appoint the following citizens to serve on the Etobicoke LACAC Panel for a term to begin February 4, 2000, and despite Section 14 of By-law No. 795-1999, to expire on November 30, 2003, or until their successors are appointed: David Hanna and Anne Byzko;

(2) future citizen appointments to these boards be for three-year terms coincident with the term of Council; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

At its meeting of November 23, 24, 25, 1999, Council approved a By-law which established a Toronto Preservation Board and six Community Local Architectural Conservation Advisory Committee (LACAC) Panels. Citizen appointments to the Toronto Preservation Board are nominated by the Economic Development and Parks Committee. Each Community Council nominates citizen members to serve on the Community LACAC Panel in its jurisdiction.

To ensure as broad a participation as possible, applications made available through existing boards and committees were advertised in newspapers and on the City's website, and a public information session was held. A total of 152 applications were received for 18 new boards and panels. Three citizen review panels were established to consider applications, conduct interviews and make recommendations to the Economic Development and Parks Committee and Community Councils on the candidates best qualified to serve on the new boards. Staff of the Culture Office provided administrative support and participated in an advisory capacity.

Comments:

Each Community LACAC Panel is to have a minimum of five and a maximum of nine citizen members. At its meeting of December 14, 15, 16, 1999, Council approved the appointment of three citizens to serve on the Etobicoke LACAC Panel.

Two further individuals are being recommended to serve on the Etobicoke LACAC Panel: David Hanna and Anne Byzko. These individuals were part of the first round of applications, but were not interviewed for the Etobicoke LACAC Panel in time for inclusion in the December 1999, report to Etobicoke Community Council. The citizen review panel has considered their applications and they are being recommended as individuals who will bring energy, knowledge and skill to the work of the Etobicoke LACAC Panel.

Conclusions:

The appointment of these two citizens to the Etobicoke LACAC Panel will complete the slate of appointments for that Panel and allow it to proceed with its new mandate.
