Subject: Variances to the Etobicoke Sign By-law

Purpose:

To advise Etobicoke Community Council of the decisions of the Sign Variance Advisory Committee at its meeting held on December 14, 1999.

Financial Implications and Impact Statement:

Not applicable.

Recommendations:

That the decisions of the Etobicoke Sign Variance Advisory Committee with respect to the following applications for variance to the Etobicoke Sign By-law be received for information.

(1) Midas Muffler, 1361 The Queensway (Lakeshore-Queensway);

(2) Ultramar Gas Bar, 436 Kipling Avenue (Lakeshore-Queensway);

(3) Kingsway Retirement Residences, 4251 Dundas Street West

(Kingsway-Humber); and

Background:

The Sign Variance Advisory Committee at its meeting held on Tuesday, December 14, 1999, had before it for consideration the foregoing applications for variance to the Etobicoke Sign By-law. The decisions of the Committee are as follows:

(1) Midas Muffler, 1361 The Queensway

That an application by TekSign Inc., on behalf of Midas Muffler, for variance to the Etobicoke Sign By-law to permit the installation of three fascia signs on the west elevation of the Midas Muffler building at 1361 The Queensway, be approved in accordance with the drawings submitted, and subject to the issuance of a building permit.

(2) Ultramar Gas Bar, 436 Kipling Avenue

That an application by Ultramar Gas Bar for variance to the Etobicoke Sign By-law to permit the installation of a roof sign in lieu of a third party advertising ground sign at 436 Kipling Avenue, be approved in accordance with the drawings submitted. This approval is subject to the issuance of a building permit; however, the existing ground sign permit No. B90909, must be cancelled prior to issuance of the permit for the roof sign.

(3) Kingsway Retirement Residences, 4251 Dundas Street West

That an application by ZipSigns, on behalf of Kingsway Retirement Residences, for a variance to the Etobicoke Sign By-law to permit the installation of two side-wall illuminated fascia signs on the east and west elevations at 4251 Dundas Street West, be approved subject to the following:

(a) each sign shall have a maximum display area of 4.46 mē;

(b) illumination will not be permitted between the hours of 11:00 p.m. and 7:00 a.m.; and

(c) issuance of a building permit.

(4) Rollins Leasing Canada, 77 North Queen Street, Etobicoke

That an application by Provincial Sign Service, on behalf of Rollins Leasing Canada, for a variance to the Etobicoke Sign By-law to permit the installation of a business identification ground sign within the hydro corridor abutting the applicant's property, known municipally as 77 North Queen Street, be approved, subject to the following:

(a) approval of Ontario Hydro Services, and compliance with their conditions to approval;

(b) 1.5 m setback from all property lines;

(c) removal of existing non-conforming signage; and

(d) issuance of a building permit.

Comments:

With respect to Items 1, 2 and 4, the Committee granted the variance in accordance with the applications as submitted. With respect to Item 3, it was the opinion of the Committee that the two signs should be the same size and that 24-hour illumination is not required for a residential use.
