Subject: Six-Month Review of the current One-Hour Parking Restriction - Royal York Court

(Kingsway-Humber)

Purpose:

To review the effect of the one-hour parking restriction on Royal York Court.

Recommendations:

It is recommended that the current one-hour parking restriction on the south side of Royal York Court be retained.

Background:

At its meeting held on May 27, 1998, Etobicoke Community Council received correspondence addressed to Councillor Gloria Lindsay Luby inquiring about the feasibility of a short-term parking prohibition on Royal York Court.

A report was submitted to the September 16, 1998, meeting of the Etobicoke Community Council to propose the introduction of a one-hour parking restriction on the north side of Royal York Court between Royal York Road and the east limit of the road. Staff had determined that parking on one side of the road would not impede emergency vehicles and that it would not obstruct traffic flow. This report was deferred pending further consultation with the residents.

At its meeting held on October 14, 1998, Etobicoke Community Council requested that staff poll the residents to obtain their views on this matter.

In response to this Council directive, staff polled the affected residents of Royal York Court to obtain their views on this proposal. The following chart summarises the results of this poll.

At its meeting held on March 2, 1999, Etobicoke Community Council approved the introduction of a one-hour parking restriction on the south side of Royal York Court, with a request that staff report back to Etobicoke Community Council, in six months time, with respect to the effect of the parking restriction on Royal York Court. (Attachment No. 1)

Comments:

In response to this Council directive, staff in October 1999, again polled the affected residents of Royal York Court to obtain their views on retaining the current parking regulation and/or suggested changes thereon, in order to report to Council on the findings of the Six Month Review (Attachment No. 2). The following chart summarises the results of this poll.

Royal York Court is a two-lane roadway. Parking is prohibited at all times on north side of the street and restricted to one-hour parking on the south side of the street. The result of the Six Month Review and the result of the poll of the affected residents, conclusively shows that the residents are in favour of retaining the existing one-hour restriction. On this basis, this report recommends that the existing parking regulations be maintained.

Conclusions:

Based on the staff review of this matter, and the favourable consensus of the affected residents, Council's endorsement of the recommendations contained herein are considered appropriate.
