Subject: Introduction of Parking Restriction and Prohibition - Cabot Court
(Kingsway-Humber)
Purpose:
To restrict parking to a maximum of one hour from 7:00 a.m. to 4:00 p.m., Monday to Friday, on the east side of Cabot
Court between Dundas Street West and a point 46.0 metres north thereof.
Financial Implications and Impact Statement:
The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation
Services Division's Operating Budget.
Recommendations:
It is recommended that:
(1) the current "No Parking Anytime" prohibition on the east side of Cabot Court between Dundas Street West and a point
46.0 metres north thereof be amended to allow short-term on-street parking;
(2) parking be restricted to one hour on the east side of Cabot Court between Dundas Street West and a point 46.0 metres
north thereof between 7:00 a.m. and 4:00 p.m., Monday to Friday;
(3) parking be prohibited on the east side of Cabot Court between Dundas Street West and a point 46.0 metres north
thereof between 4:00 p.m. to 7:00 a.m., Monday to Friday;
(4) parking be prohibited at all times on the east side of Cabot Court between Dundas Street West and a point 46.0 metres
north thereof Saturday and Sunday; and,
(5) the appropriate City Officials be authorized and directed to take the necessary action to give effect to the foregoing.
Background:
In October 1999, correspondence (Attachment No. 1) was received from Robert Maidenberg, Sales Manager, Edwards
Builders' Hardware Ltd., 4988 Dundas Street West, requesting that the current "No Parking Anytime" prohibition on the
east side of Cabot Court, be changed to One-Hour Parking, 7:00 a.m. to 4:00 p.m., Monday to Friday".
Comments:
Edwards Builders Hardware was established in 1950 as a wholesale hardware store on the northwest corner of Dundas
Street West and Cabot Court. On-street metered (customer) parking was available on Dundas Street West. Recently, traffic
signals were installed at the intersection of Dundas Street West and Mabelle Avenue, resulting in the elimination of six (6)
metered parking spaces in the immediate vicinity of Edwards Builders Hardware.
A map of the area is Attachment No. 2.
Cabot Court is a two-lane local road. Land use in the immediate vicinity is commercial, with residential to the north of
Dundas Street West. Parking is currently prohibited on both sides of the street. In order to attempt a restoration of the six
(6) parking spaces lost as a result of the signalization of the intersection of Dundas Street West and Mabelle Avenue, the
owners of Edwards Builders Hardware requested that staff examine the feasibility of introducing some on-street parking on
the east side of Cabot Court.
Staff examined the feasibility of accommodating some on-street parking on Cabot Court, north of Dundas Street West.
Review of the road geometrics and conditions has led staff to conclude that the most efficient and cost-effective manner of
providing some on-street parking would be by way of a parking restriction on the east side. Although staff examined the
application of meter parking in this area, the fact that the number of spaces that would be yielded by implementing
demarcated parking spaces would be so limited, staff concluded that this option was impractical.
Conclusions:
Staff review of this matter has concluded that allowing parking on the east side of Cabot Court, for a restricted period of
time, is viable and would be desirable for the immediate business community. Council endorsement of the
recommendations contain within this report are considered appropriate.
