STAFF REPORT
February 15, 2000
To: Etobicoke Community Council
From: John W. Thomas, P. Eng., MBA
Director, Transportation Services-District 2
Works and Emergency Services
Subject: Introduction of Parking Prohibition - Zorra Street
(Lakeshore-Queensway)
Purpose:
To prohibit parking on the west side of Zorra Street from a point 137.0 metres south of The Queensway to a point 111.5
metres south thereof.
Financial Implications and Impact Statement:
The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation
Services Division's Operating Budget.
Recommendations:
It is recommended that:
(1) parking be prohibited on the west side of Zorra Street from a point 137.0 metres south of The Queensway to a point
111.5 metres south thereof; and,
(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect to the foregoing.
Background:
In July 1999, correspondence (Attachment No. 1) was received from Eugenia Chee, President, 1364919 Ontario Inc.,
known as Hansen Packaging, located at 30 Zorra Street, stating that inappropriate parking is taking place on the west side
of Zorra Street in front of their property, and requesting that consideration be given to prohibiting parking in front of their
premises.
Comments:
Zorra Street is a two-lane local road. Land use in the immediate vicinity is light industrial with limited commercial uses.
Parking is prohibited at all times on the east side of Zorra Street between The Queensway and Queen Elizabeth Boulevard.
Parking is permitted for a maximum of three hours on the west side of Zorra Street between The Queensway and
Queen Elizabeth Boulevard.
A map of the area is Attachment No. 2.
Staff of the District 2 Transportation Services Division investigated the parking complaint received from Hansen
Packaging to assess the validity and the extent of the problem, and to address any identified problem to everyone's
satisfaction. Review of the parking conditions along the west side of Zorra Street immediately in front of the Hansen
Packaging property was found to be haphazard and disorganized, to the point that the vehicular access to the
Hansen Packaging property was being impeded by the parking that was taking place on the shoulder of Zorra Street. On the
basis of these findings, staff is of the opinion that prohibiting parking on the west side of Zorra Street in front of Hansen
Packaging will address the parking problems currently being experienced and alleviate Hansen Packaging's concerns.
Conclusions:
Based on the staff examination of this matter, Council's endorsement of the recommendations contained herein is
considered appropriate.
