Subject: Introduction of Parking Prohibition - Darlington Drive

(Lakeshore-Queensway)

Purpose:

To propose the introduction of a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition for both sides of Darlington Drive between Coney Road and a point 54.6 metres north thereof.

Funding Sources:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) parking be prohibited between 8:00 a.m. and 5:00 p.m., Monday to Friday, on both sides of Darlington Drive between Coney Road and a point 54.6 metres north thereof; and

(2) the appropriate City Officials be authorised and directed to take the necessary action to give effect to the foregoing.

Background:

In July 1999, Etobicoke Community Council approved the introduction of a parking prohibition on Coney Road between Royal York Road and Darlington Drive (Attachment No. 1) to discourage parking generated by Bishop Allen Academy. This prohibition moved the parking problem, intended to be solved on Coney Road, to Darlington Drive.

In November 1999, correspondence and a petition was received from Mr. and Mrs. G. Dubas, 2 Darlington Drive (Attachment No. 2) inquiring about the feasibility of prohibiting parking between 8:00 a.m. to 5:00 p.m., Monday to Friday, for both sides of Darlington Drive between Coney Road and a point 54.6 metres north thereof. This request was the result of an influx of vehicles parking on Darlington Drive by the students of Bishop Allen Academy.

In response to this request, staff sent survey/questionnaires by first class mail to the six (6) affected residents of Darlington Drive to obtain their views on this proposal (Attachment No. 3). There were six (6) responses to the poll: all unanimously supporting the introduction of a daytime parking prohibition on this section of Darlington Drive.

Comments:

Darlington Drive between Coney Road and Bayshill Drive is a two-lane roadway with a sidewalk on both sides of the street. Parking is currently permitted on both sides of the street for a maximum period of three hours. Land use in the immediate vicinity is residential.

A map of the area is Attachment No. 4.

The primary factor contributing to the high incidence of on-street parking on Darlington Drive is the close proximity of this street to Bishop Allen Academy, located on the east side of Royal York Road opposite Coney Road. The students of Bishop Allen Academy park on Darlington Drive rather than using the parking facilities provided at the school. At many times, vehicles are parked on Darlington Drive, however, usually not in excess of the three hour maximum limitation.

Conclusions:

The high incidence of parking being experienced by the residents of Darlington Drive is a direct result of the demand created by the Bishop Allen Academy. Council's endorsement of the recommendations contained herein would be appropriate in alleviating the influx of parking on a local residential street, from the nearby school.
