Subject: Removal of Parking Prohibition: Anglesey Boulevard

Between Islington Avenue and a point 269.0 metres west of The Kingsway

(Kingsway-Humber)

Purpose:

To request the removal of the "No Parking Anytime" prohibition from the north side of Anglesey Boulevard between Islington Avenue and a point 269.0 metres west of The Kingsway.

Funding Sources:

The funds associated with the removal of the current regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) the current "No Parking Anytime" prohibition on the north side of Anglesey Boulevard between Islington Avenue and The Kingsway be rescinded;

(2) parking be prohibited on the north side of Anglesey Boulevard between The Kingsway and a point 269.0 metres west thereof; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Background:

Anglesey Boulevard, west of The Kingsway, is a median divided collector road with a posted speed limit of 40 km/h. In 1999, the roadway was reconstructed as a two-lane road, with 3.4 metre travel lanes and 2.4 metre impressed concrete shoulders. Sidewalks are provided on the north side of the street between Islington Avenue and a point 269.0 metres west of The Kingsway.

Toronto Transit Commission Route 2 Anglesey buses provide service in both directions along this portion of Anglesey Boulevard.

Parking is currently prohibited on the north side of Anglesey Boulevard between Islington Avenue and The Kingsway.

Comments:

Prior to the 1999 reconstruction of Anglesey Boulevard, a number of community meetings were held to obtain input on the road reconstruction plans. At these meetings, residents expressed a number of concerns regarding the parking conditions on the roadway. Investigation of these concerns revealed that vehicles were parking in close proximity to the pedestrian crossover at Anglesey Boulevard and Hartfield Road, and that spill over parking was occurring from the nearby residential apartment buildings. As a result, City staff recommended that parking be prohibited along the north side of the roadway from Islington Avenue to The Kingsway. The Etobicoke Community Council recommended the adoption of the June 23, 1999, report from the Director, Transportation Services, District 2; City Council adopted the report on July 6, 7 and 8, 1999.

The December 1999 completion of the reconstruction of Anglesey Boulevard allows the opportunity to provide some curbside parking, while still addressing the parking concerns. By properly signing the "No Stopping" area at the pedestrian crossover, prohibiting parking in the area nearest to apartment buildings and where sidewalks are provided for pedestrians, parking can once again be introduced without compromising safety for the movement of pedestrians and traffic.

Conclusions:

The rescinding of the existing No Parking Anytime prohibition on the north side of Anglesey Boulevard between Islington Avenue and The Kingsway, will allow for some on-street parking. The implementation of No Stopping, No Standing and No Parking regulations, at the appropriate locations such as the Pedestrian Crossover, TTC Stops, and corner prohibitions, will allow for the safer and better management of both parking and traffic, and an overall safer pedestrian environment.
