Subject: Removal of Parking Prohibition - Aldgate Avenue

(Lakeshore-Queensway)

Purpose:

To propose the removal of the "No Parking, 6:00 a.m. to 5:00 p.m., Monday to Friday" prohibition from the west side of Aldgate Avenue from a point 30.5 metres north of The Queensway to a point 21.5 metres south of Ringley Avenue.

Funding Sources:

The funds associated with the removal of regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) the current "No Parking, 6:00 a.m. to 5:00 p.m., Monday to Friday" prohibition on the west side of Aldgate Avenue from a point 30.5 metres north of The Queensway to a point 21.4 metres south of Ringley Avenue be removed; and

(2) the appropriate City Officials be authorised and directed to take the necessary action to give effect to the foregoing.

Background:

In March 1999, Etobicoke Community Council approved the introduction of a parking prohibition on the west side of Aldgate Avenue between The Queensway and Ringley Avenue (Attachment No. 1). This prohibition was the result of a referral from area residents to Councillor Irene Jones' office, requesting the introduction of a "No Parking, 6:00 a.m. to 5:00 p.m., Monday to Friday" prohibition on Aldgate Avenue, to discourage parking occurring from vehicles generated by The Ontario Food Terminal, from parking on their street.

In November 1999, a subsequent petition was received from the residents of Aldgate Avenue between The Queensway and Ringley Avenue, (Attachment No. 2), requesting that staff consider removing the "No Parking, 6:00 a.m. to 5:00 p.m., Monday to Friday" prohibition from the west side of Aldgate Avenue from a point 30.5 metres north of The Queensway, to a point 21.4 metres south of Ringley Avenue.

Comments:

Aldgate Avenue is a two-lane roadway; with a sidewalk on both sides of the street. Parking is prohibited at all times on the east side of Aldgate Avenue between The Queensway and Waniska Avenue; parking is prohibited on the west side of Aldgate Avenue between The Queensway and Waniska Avenue between the hours of 6:00 a.m. to 5:00 p.m., Monday to Friday. Land use in the immediate vicinity is predominantly residential.

The residents of #6 and #8 Aldgate Avenue, who have been adversely affected by the new parking prohibition approved in March 1999, initiated the request to change the prohibition implemented in November 1999.

In response to this request, staff sent survey/questionnaires by first class mail to the eight (8) affected residents of Aldgate Avenue between The Queensway and Ringley Avenue to obtain their views on this proposal (Attachment No. 4). There were seven (7) responses to the poll: all unanimously supporting the removal of this "No Parking, 6:00 a.m. to 5:00 p.m., Monday to Friday" prohibition for this section of Aldgate Avenue.

Conclusions:

Based on the staff examination of this matter and the favourable consensus of the affected residents, Council's endorsement of the recommendation contained herein would be appropriate. Removal of the existing parking prohibition was unanimously aagreed to by the affected residents.
