Subject: Removal of Parking Prohibition - Baywood Road

Rexdale-Thistledown

Purpose:

To propose the intoduction of a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition for the east side of Baywood Road between Royalcrest Road and Mars Road.

Funding Sources:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) the current "No Parking, 7:00 a.m. to 7:00 p.m., Monday to Friday" prohibition for the east side of Baywood Road between Royalcrest Road and Mars Road be amended;

(2) parking be prohibited between 8:00 a.m. to 5:00 p.m., Monday to Friday on the east side of Baywood Road between Royalcrest Road and Mars Road; and

(3) the appropriate City Officials be authorised and directed to take the necessary action to give effect to the foregoing.

Background:

In August 1996, Council for the former City of Etobicoke approved the introduction of a "No Parking, 7:00 a.m. to 7:00 p.m., Monday to Friday" prohibition for the east side of Baywood Road between Royalcrest Road and Mars Road (Attachment No. 1).

In July 1999, Councillor Elizabeth Brown's office forwarded a request to the Transportation Services Division requesting that the "No Parking, 7:00 a.m. to 7:00 p.m., Monday to Friday" prohibition on the east side of Baywood Road be amended to a "No Parking 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition. (Attachment No. 2).

Comments:

Baywood Road is a two-lane roadway with a sidewalk on the east side of the street. Parking is currently prohibited at all times on the west side of Baywood Road between Royalcrest Road and the south limit of the road; parking is prohibited on the east side of Baywood Road between 7:00 a.m. to 7:00 p.m., Monday to Friday between Royalcrest Road and Mars Road. Land use in the immediate vicinity is industrial.

A map of the area is Attachment No. 3.

The Singh Sabha Sikh Temple is located at 47 Baywood Road. When parishioners attend this temple in the early evening, prior to 7:00 p.m., Monday to Friday, they risk receiving a parking infraction notice.

The relaxation of this parking prohibition is being requested to facilitate on-street parking for the parishioners of the Singh Sabha Sikh Temple.

Changing the "No Parking, 7:00 a.m. to 7:00 p.m., Monday to Friday" prohibition to a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition would not have a negative effect on the surrounding businesses and would provide additional parking for members of the Singh Sabha Sikh Temple.

Conclusions:

The proposed changes to the times that parking is prohibited on Baywood Road would allow the parishioners of the Singh Sabha Sikh Temple to park on the street when necessary, without infringing on the overflow parking needs of the surrounding industrial/commercial business. Staff's review of this situation has concluded that Council's endorsement of the recommendation contained herein would be appropriate.
