Subject: School Safety Zone - Tallon Road and Trehorne Drive

(Kingsway-Humber)

Purpose:

To propose the introduction of a "No Stopping, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition for the north side of Tallon Road between Trehorne Drive and a point 52.0 metres west thereof; and for the east side of Trehorne Drive between Tallon Road and Duffield Road.

Funding Sources:

The funds associated with the introduction of the appropriate regulatory signage are contained in the Transportation Services Division's Operating Budget.

Recommendations:

It is recommended that:

(1) stopping be prohibited between 8:00 a.m. and 5:00 p.m., Monday to Friday on the north side of Tallon Road between Trehorne Drive and a point 52.0 metres west thereof;

(2) stopping be prohibited between 8:00 a.m. and 5:00 p.m., Monday to Friday on the east side of Trehorne Drive between Tallon Road and Duffield Road;

(3) the existing school bus-loading zone on the south/east side of Tallon Road between Trehorne Drive and a point 61.0 metres south thereof be removed;

(4) the existing school bus-loading zone on the south side of Trehorne Drive from a point 30.5 metres east of Tallon Road and a point 61.0 metres east thereof be removed; and

(5) the appropriate City Officials be authorised and directed to take the necessary action to give effect to the foregoing.

Background:

In September 1999, correspondence was received from Lone Smith, Principal and Neil Quimby, Vice-Principal, Hilltop Middle School, 35 Trehorne Drive requesting changes to the traffic regulations in the vicinity of Hilltop Middle School (Attachment No. 1). Traffic in the vicinity of Hilltop Middle School has increased, and this has had a direct impact on the arrival and departure of students. A map of the area is Attachment No. 2.

Discussion:

A) Introduction of No Stopping Prohibitions

Tallon Road and Trehorne Drive are two-lane local roadways; with sidewalks on both sides of the street. Tallon Road has a posted 40 km/h speed limit between Trehorne Drive and Sellmar Road. Trehorne Drive has a posted 40 km/h speed limit from a point 32.0 metres north of Tallon Road and Royal York Road. Land use in the immediate vicinity is residential. Hilltop Middle School is located on the south-east corner of Trehorne Drive and Tallon Road.

Currently, there is a "No Parking Anytime"on the south side of Tallon Road between Sellmar Road and Trehorne Drive; and a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition on the north side of Tallon Road between Trehorne Drive and a point 52.5 metres west thereof.

There is a "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" prohibition on both sides of Trehorne Drive between Royal York Road and a point 346.0 metres west thereof.

Parking is permitted at all other times for a maximum period of three hours.

It has been recognized that a safe area for parents to pick up and drop off their children from school is necessary.

In order to provide some relief to the residents of Tallon Road and Trehorne Drive, it has been suggested that the existing "No Parking Anytime" prohibition in front of the homes on the north side of Tallon Drive between Trehorne Drive and a point 52.5 metres west thereof; and on the east side of Trehorne Drive between Tallon Road and Duffield Road be amended to a "No Stopping, 8:00 a.m. to 5:00 p.m., Monday to Friday prohibition".

In response to this request, staff sent survey/questionnaires by first class mail to the affected residents of Tallon Road and Trehorne Drive (Attachment Nos. 3 and 4). The following chart summarises the results of this poll.

B.) School Bus-Loading Zone

There is a designated School Bus-Loading Zone on the south/east side of Tallon Road between Trehorne Drive and a point 61.0 metres south thereof; and on the south side of Trehorne Drive from a point 30.5 metres east of Tallon Road and a point 61.0 metres east thereof.

Ontario Regulation 615 of the Highway Traffic Act states that a School Bus-Loading Zone may be designated to one side of the roadway, on the side where the school is located. The purpose of a School Bus-Loading Zone is to provide a reserved area where school buses can receive or discharge passengers without activating the overhead flashing lights. These are used primarily in urban areas, only at locations where children are not required to cross the roadway to access the bus.

These School Bus-Loading Zones were installed in 1976, at which time, the above criteria were met.

A review of this location during peak periods, indicated that the existing School Bus-Loading Zones on Tallon Road and Trehorne Drive are not being utilized by school buses. The Toronto District School Board confirmed that Hilltop Middle School is not serviced by buses and therefore, these School Bus-Loading Zones are not required.

Conclusions:

Based on the staff examination of this matter and the favourable consensus of the affected residents of Tallon Road and Trehorne Drive, the "No Parking, 8:00 a.m. to 5:00 p.m., Monday to Friday" on the north side of Tallon Road and the east side of Trehorne Drive be amended to "No Stopping 8:00 a.m. to 5:00 p.m., Monday to Friday". The Toronto District School Board has confirmed that the School Bus-Loading Zones on Tallon Road and Trehorne Drive are not required at Hilltop Middle School. Since buses are not using the School Bus-Loading Zones, parents are parking here to pick-up or drop off their children at the school. Therefore, Council's endorsement of the recommendations contained herein would be appropriate.
