Purpose:
To obtain Council approval for the enactment of the appropriate by-law to allow the construction and maintenance of a fire
route.
Financial Implications and Impact Statement:
The property owner is required to pay the cost for the installation of the fire route signs, by the Works and Emergency
Services Department, in addition to any signs that may require replacing, in the future.
Recommendations:
It is recommended that:
(1) Chapter 134-20 of the Etobicoke Municipal Code be amended by adding the following location to Schedule 'B', "Lands
Upon Which Fire Routes Are to be Constructed and Maintained":
- 2111 Lake Shore Boulevard West
- 440 Rathburn Road
(2) the appropriate by-law be enacted by City Council.
Background:
On April 8, 1975, an "Act respecting the Borough of Etobicoke" received Royal Assent. A portion of the Act, Section 2,
allows the Corporation to pass by-laws regulating and designating fire routes. Each property requires the enactment of two
by-laws:
(1) to allow the Works and Emergency Services Department to install and maintain the required number of fire route signs
on each property; and
(2) to allow appropriate officials to tag and/or remove vehicles illegally parked within the designated fire route area.
In instances when changes have been made to a property, such as additions to existing buildings, the construction of
additional new buildings on the site or revisions to the parking areas, it is necessary to amend the designating fire route
by-law.
Comments:
It is appropriate for the Etobicoke Community Council to authorize the enactment of this by-law (Attachment No. 1).
Similar by-laws will be presented to Community Council on an ongoing basis. As all former area municipalities have
different procedures for processing fire routes, revisions to Etobicoke's existing procedures may be amended in the future.
Conclusions:
In keeping with Toronto Fire Service regulations, it is appropriate to enact this by-law to allow the By-law Enforcement
Officers to tag vehicles that are illegally parked in fire route zones.
