Subject: Approval under the Cemeteries Act (Revised) for a Columbarium within Glendale Memorial Gardens at 1810 Albion Road

(Rexdale-Thistletown)

Purpose:

The purpose of this report is to permit the construction of a columbarium within Glendale Memorial Gardens located at 1810 Albion Road.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

(1) That City Council by resolution, grant approval of a 576 niche columbarium to be located within the Glendale Memorial Gardens at 1810 Albion Road.

(2) That the City Clerk be requested to prepare a "Notice of Decision" under the requirements of the Cemeteries Act (Revised) indicating Council's decision on this matter for publication in a local newspaper and that the applicant be requested to pay for this notice.

Background:

Glendale Memorial Gardens is located on the northwest corner of Albion Road and Highway 27 and has operated on this site for many years (see Attachment No. 1, Key Map).

By-law 1981-168 permits columbaria and establishes a maximum building coverage and height, and minimum setbacks as well as landscaping requirements for this cemetery.

Although the use is permitted with respect to zoning, the applicant must obtain approval from the Ministry of Consumer and Commercial Relations under the Cemeteries Act (Revised). This requires the municipality to post a "Notice of Decision" with respect to the approval of the columbarium in a local newspaper. The posting of a "Notice of Decision" will require a Council resolution.

Comments:

Proposal:

The proposed columbarium would contain a total of 576 niches, to be built in two phases, and would be located as shown on Attachment 2B.

Official Plan:

The site is currently designated Open Space in the Etobicoke Official Plan.

Zoning Code:

The subject lands are zoned Agricultural (A4) in the Etobicoke Zoning Code. By-law 1981-168 permits columbaria on this property subject to meeting coverage, height, setbacks and landscaping requirements.

Conclusions:

The proposed columbarium meets the requirements of By-law 1981-168. Staff recommend that a resolution be passed approving the proposed 576 niche columbarium.
