The Etobicoke Barrier Free Accessibility Committee met on Thursday, November 25, 1999, in the Board Room, Etobicoke
Civic Centre, 399 The West Mall, Toronto, commencing at 4:15 p.m.

Confirmation of Minutes.
On motion by Mr. Skene, seconded by Mr. Prospero, the Minutes of the meetings of the Etobicoke Barrier Free
Accessibility Committee held on September 30, 1999 and October 28, 1999, were confirmed.
7.1 Planning for 2000 - Goals and Objectives.
The Etobicoke Barrier Free Accessibility Committee had before it a communication (November 18, 1999) from the Chair,
Etobicoke Barrier Free Accessibility Committee, respecting the goals and objectives previously established by the
Committee; and advising that Franco Lora, Project Co-ordinator, Parks and Recreation Division, Planning and
Development, will facilitate a review at the meeting on November 25, 1999, and assist the Committee in determining its
direction for 2000.
On motion by Mr. Shepherd, seconded by Mr. Kitcher, the Etobicoke Barrier Free Accessibility Committee referred the
aforementioned communication to the Project Co-ordinator, Parks and Recreation Division, Planning and Development,
with a request that he:
(1) submit a report to the Etobicoke Barrier Free Accessibility Committee for its meeting scheduled to be held on January
27, 2000, on the future strategic goals and objectives of the Committee and its Sub-Committees; and
(2) forward the aforementioned report directly to Members of the Committee, in advance of its next meeting, for their
review.

7.2 Schedule of Meetings for the Year 2000.
The Etobicoke Barrier Free Accessibility Committee, discussed the matter of the next meeting scheduled to be held on
December 16, 1999, and the timing and dates of future Committee meetings.
On motion by Mr. Skene, seconded by Mr. Shepherd, the Etobicoke Barrier Free Accessibility Committee decided to:
(1) cancel its meeting scheduled for December 16, 1999;
(2) adopt the following schedule of meetings for the year 2000, such meetings to be held on a Thursday from 4:30 p.m. to
6:30 p.m. in the Main Board Room, Etobicoke Civic Centre:
- January 27;
- February 24;
- March 23;
- April 27;
- May 25;
- June 22;
- July 27;
- August 24;
- September 28;
- October 26; and
- November 23.

7.3 Draft Document "Planning a Barrier Free City of Toronto -
A Statement of Principles".
The Etobicoke Barrier Free Accessibility Committee had before it a document for submission to Urban Planning and
Development Services for the first Official Plan, headed "Planning a Barrier Free City of Toronto - A Statement of
Planning Principles Prepared by the Toronto Joint Citizens' Committee for People with Disabilities", submitted by the
Chair, Policy and Review Sub-Committee.
On motion by Mr. Shepherd, seconded by Mr. Skene, the Etobicoke Barrier Free Accessibility Committee:
(1) endorsed the aforementioned statement of planning principles for a barrier free City of Toronto, prepared by the
Toronto Joint Citizens' Committee for People with Disabilities, for inclusion in the first Official Plan of the new City of
Toronto;
(2) directed that it be forwarded to the Etobicoke Community Council for endorsement, with a request that the
Commissioner of Urban Planning and Development Services be advised accordingly; and
(3) requested those Members not present at the meeting, to indicate their endorsement to Ms. Lorene Bodiam, Adapted and
Integrated Section, Parks and Recreation Division, by Wednesday, December 1, 1999, via telephone or e-mail at

7.4 Toronto Transit Commission Policy for
Wheel-Trans Access to Subway Stations.
(DEFFERED)
The Etobicoke Barrier Free Accessibility Committee had before it a communication (November 24, 1999) from Mr.
Richard Pernicky, Transportation Planner, Traffic Planning/Right-of-Way Management, respecting the Toronto Transit
Commission's policy for Wheel-Trans access to subway stations currently in effect.
On motion by Mr. Goursky, seconded by Mr. Shepherd, the Etobicoke Barrier Free Accessibility Committee deferred
consideration of the aforementioned communication to its next meeting scheduled to be held on January 27, 2000.

7.5 Snow Removal for Seniors and Disabled Persons.
The Etobicoke Barrier Free Accessibility Committee discussed issues with respect to snow removal for seniors and
disabled persons.
Mr. Sam J. DiTomaso, Manager, Road Operations District 2, Works and Emergency Services, Transportation Services,
made a presentation to the Etobicoke Barrier Free Accessibility Committee in connection with this matter.
On motion by Mr. Kitcher, seconded by Mr. Skene, the Committee received the aforementioned presentation.
7.6 Development of an Ontarians with Disability Act.
The Etobicoke Barrier Free Accessibility Committee, discussed the Province of Ontario's development of an Ontarians
with Disability Act.
On motion by Mr. Goursky, seconded by Mr. Kitcher, the Etobicoke Barrier Free Accessibility Committee:
(1) endorsed the development of an Ontarians with Disability Act, and suggested that the Americans with Disability Act be
used as a model; and
(2) requested the Minister of Citizenship Culture and Recreation to include the Etobicoke Barrier Free Accessibility
Committee in the consultation process.
