Subject: Intersection Reconstruction

O'Connor Drive and Glenwood Crescent

(East York)

Purpose:

To obtain authorization to proceed with the reconstruction of O'Connor Drive and Glenwood Crescent in conjunction with the installation of traffic control signals previously approved by Council.

Financial Implications and Impact Statement:

Funds to undertake the necessary work in the estimated amount of $40,000.00 are included in the Transportation Departments 2000 Capital Budget (Account No. TR031).

Recommendations:

It is recommended that:

(1) the south-west corner radius of the intersection of O'Connor Drive and Glenwood Crescent be reduced from 50 metres to approximately 7.6 metres, and that the south-east corner be constructed to a more uniform radius of 7.6 metres as shown on attached print of Drawing No. 421F - 5638 dated March 2000; and

(2) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.

Comments:

East York Community Council, at its December 8, 1998, meeting recommended to The Urban Environment and Development Committee that traffic control signals be installed at the intersection of O'Connor Drive and Glenwood Crescent and that the Commissioner of Works and Emergency Services be requested to "square-off" the corner of O'Connor Drive and Glenwood Crescent. (Clause No. 11 of Report No. 19 of The East York Community Council). These recommendations were deferred for further public consultation and the issue of installing traffic control signals was debated at subsequent meetings of The East York Community Council and The Urban Environment and Development Committee. (Clause No. 2 of Report No. 7 of The Urban Environment and Development Committee, Clause No. 2 of Report No. 4 of The Urban Environment and Development Committee).

Final approval to install traffic control signals was adopted by City Council in October, 1999. (Clause No. 8, Report No. 4 of The Works Committee). However, Legal Services has advised staff that due to a technical oversight, the recommendation to "square off" the corner radii at O'Connor Drive and Glenwood Crescent that was contained in the original report to East York Community Council in December, 1998 was not adopted by Council. Adoption of this report would provide staff with the authority to re-construct the intersection substantially in accordance with the plan attached to this report (Drawing No. 42IF - 5638).

Under the provisions of the Municipal Act, notice of any proposed by-law(s) to designate highway alterations must be advertised at least once a week for four consecutive weeks in a newspaper having general circulation in the municipality. The narrowing of the pavement and reduction in the radius, as set out above, constitutes an alteration to a public highway pursuant to the provisions of the Municipal Act. This project is pre-approved in accordance with Schedule A of the Class Environmental Assessment for Municipal Roads Projects.
