Subject: Harmonization of Sign By-law

Purpose:

To report on the East York Sign By-law and all issues regarding harmonization.

It is recommended that:

(1) This report be received for information.

Background:

East York Community Council at its meeting on February 15, 2000 requested that the manager of the East District Field Office provide a report to the Community Council on March 23, 2000 respecting the progress of the city-wide Sign By-law and all issues surrounding harmonization with repect to the East York Sign By-law.

Comments:

At the present time, the existing East York Sign By-law is still in effect and being enforced by staff.

As draft harmonized by-laws are prepared, it is the Department's intention to forward them to the Planning and Transportation Committee, with a recommendation that they be forwarded to Community Council for review and comment.

Due to the complex nature of the existing by-law, the harmonization will take place in stages over a period of time.

One common area to all is the collection of fees. Accordingly, the fee structures of the existing by-laws have been reviewed and a draft has been prepared.

A separate by-law dealing with postering within the road allowance has been developed. Since this is an area of high visibility and a large source of complaints, posters can be regulated across the City of Toronto in a consistent and efficient manner. Some districts have adopted and implemented the recommendations of this report already.

Both of these draft by-laws have been forwarded to the City's Legal Department last fall and have not been formally presented to City Council to date.

Currently, there are no committees actively pursuing the development of harmonized Sign By-laws. Other committees comprised from Building, Planning and Municipal Licensing and Standards are meeting periodically in order to develop an interim mechanism to deal with the day to day tasks of isuing sign permits and the enforcement of illegal signs.
