Subject: Regulating guards dos and poisons and adhesives
Recommendations:
The Animal Services Advisory Subcommittee recommends that a by-law not be established for regulating the use of guard
dogs as this matter is covered under the City's By-law respecting Animals and the Ontario Society for the Prevention of
Cruelty to Animals Act.
The Subcommittee further reports having referred the matter of regulating the use of poisons and adhesives to Toronto
Animal Services and Legal staff with a request that they provide more information from the Province on jurisdictional
matters, on existing policies in former municipalities and on identifying other humane methods.
Background:
The Animal Services Advisory Subcommittee, at its meeting on October 21, 1999, and at the Board's request on December
1, 1998, gave further consideration to the feasibility of establishing future by-laws for regulating the use of guards dogs and
the use of poisons and adhesives.
The Subcommittee also had before it for consideration an extract on guard dog licenses, submitted by Ms. Daniela Quaglia,
Toronto Humane Society.
