Subject: Traffic Signal Installation: Finch Avenue East at Liszt Gate/Trudy Road

Purpose:
To advise on the process for the installation traffic control signals at the intersection of Finch Avenue East and Liszt
Gate/Trudy Road
Financial Implications and Impact Statement:
There are no financial implications within this report.
Recommendations:
It is recommended that:
1) subject to the installation of traffic control signals at the intersection of Finch Avenue East and Liszt Gate/Trudy Road,
the proposed extension of the curb on the south east corner at this location be deleted; and,
2) this report be received for information.
Background:
At its meeting of November 12, 1999, North York Community Council directed staff to report back on the analyses
conducted by the former Metropolitan Toronto in 1991 and 1992, in their response to requests for traffic signals at the
referenced intersection.
Subsequent to the North York Community Council, staff received requests from both Councillor King and Councillor
Shiner, to specifically review the matter of pedestrian safety and crossing protection at the subject location.
Staff conducted new counts to update past information, and determine the vehicular and pedestrian controls required at this
intersection. The analyses conducted by staff concluded that, as a result of a significant number of pedestrians crossing
Finch Avenue to the transit stops on both sides of the road, a pedestrian crossover (PXO) is warranted. However, due to the
width of Finch Avenue East, which includes a seven lane cross section, as well as the volume and speed of traffic, an
environmental audit of a PXO at this location concluded that it would not be safe to install such a device. As a result of the
warranted need for crossing protection for pedestrians, it is appropriate to install traffic control signals.
Conclusion:
In accordance with the reporting protocol for the installation of traffic control signals, staff will submit a report to the
February 9, 2000, Works Committee. That report also recommends that the Works Committee advise the North York
Community Council, on the disposition of this item.
