STAFF REPORT

Subject: All Way Stop Control: Wilfred Avenue and Kingsdale Avenue

(North York Centre)

Purpose:

To install an all way stop control at the intersection of Wilfred Avenue and Kingsdale Avenue.

Financial Implications and Impact Statement:

All costs associated with the installation of an all way stop control is included within the Division's operating budget.

Recommendations:

It is recommended that Schedules XVIII and XIX of By-law No. 31001, of the former City of North York, be amended to require traffic to stop at all approaches to the intersection of Wilfred Avenue and Kingsdale Avenue.

Background:

As a result of concerns from local residents, staff of the Transportation Services Division of the Works and Emergency Services Department investigated the feasibility of installing an all way stop control at the intersection of Wilfred Avenue and Kingsdale Avenue.

Traffic on Wilfred Avenue, which is a north/south Collector roadway between Sheppard Avenue East and Finch Avenue East, is required to stop at Kingsdale Avenue.

Comments:

During the completion of the all way stop study, staff observed that motorists on Kingsdale Avenue were either slowing down or coming to a complete stop at the intersection with Wilfred Avenue. This created confusion for motorists on both Kingsdale Avenue and Wilfred Avenue, with respect to right-of-way and increased the potential for right angle collisions.

A review of our collision records indicate that during the preceding three years, there have been nine reported incidents, which are considered to be preventable by the installation of an all way stop control.

Conclusions:

In order to address the right-of-way concerns and to reduce the number of collisions at this location, the installation of an all way stop control at the intersection of Wilfred Avenue and Kingsdale Avenue is recommended. The installation of the all way stop control will increase the safety level at this intersection.
