Subject: Parking Prohibitions: Northover Street

St. Martha Separate School

(North York Black Creek)



Purpose:



To prohibit parking from 8:00 a.m. to 6:00 p.m., Monday to Friday, on the east side of Northover Street, between Sheppard Avenue West and Pecan Court.



Financial Implications and Impact Statement:



All costs associated with the installation of the parking restrictions are included within the Division's operating budget.



Recommendations:



It is recommended that Schedule VIII of By-law No. 31001, of the former City of North York, be amended to install "No Parking, 8:00 a.m. to 6:00 p.m., Monday to Friday," prohibitions on the east side of Northover Street, between Sheppard Avenue West and Pecan Court.



Background:



At the request of Mr. Nat Calasati, Principal, St. Martha Separate School, staff of this Division have reviewed traffic operations and pedestrian safety on Northover Street, adjacent to the school.



Currently, parking is prohibited at any time on the west side of Northover Street, between Sheppard Avenue West and Giltspur Drive, and permitted for up to a maximum of three hours on the east side of the street.



On the west side of Northover Street, adjacent to the school, there is a School Bus Loading Zone and a Toronto Transit Commission (TTC) bus stop. A second transit stop exists at Slater Court which is approximately 75 metres to the south.



Staff of the TTC have advised that on a typical weekday seven (7) transit riders board the Calvington 120 bus service at the transit stop adjacent to the school. As this is a transfer stop, the TTC is unable to remove the stop. They will, however, undertake a review to relocate the stop.



Comments:



Observations by staff have confirmed that, during the school dismissal period, there are two small school buses, a TTC bus and up to four vehicles stopped/parked on the west side of the roadway. The majority of the parents parked/stopped on the east side of Northover Street, opposite the school.



When vehicles, including school and TTC buses, were parked on both sides of the roadway, two way traffic could not be maintained and students crossed the roadway from between parked cars.



Councillors Peter Li Preti and Maria Augimeri support the amendments to the on street parking prohibitions.



Conclusions:



The implementation of parking prohibitions on the east side of Northover Street would greatly improve traffic operations and increase pedestrian safety on the roadway, adjacent to St. Martha Separate School.
