Subject: Parking Prohibitions: Byng Avenue

(North York Centre)

Purpose:

To prohibit parking at anytime on the south side of Byng Avenue, between Kenneth Avenue and Willowdale Avenue.

Financial Implications and Impact Statement:

All costs associated with the installation of the parking restrictions are included within this Division's Operating Budget.

Recommendations:

It is recommended that Schedule VIII of By-Law No. 31001, of the former City of North York, be amended to prohibit parking at anytime on the south side of Byng Avenue, between Kenneth Avenue and Willowdale Avenue.

Background:

The Transportation Services Division of the Works and Emergency Services Department has reviewed a request from local residents to restrict parking on the south side of Byng Avenue, between Kenneth Avenue and Willowdale Avenue. This request was the result of numerous previous complaints regarding daily on street parking occurring on both sides of the roadway.

Currently, parking is permitted up to a maximum of three hours on both sides of Byng Avenue, between Kenneth Avenue and Willowdale Avenue. Despite numerous requests to the Toronto Police Services for enforcement of the three-hour parking limit, motorists continue to park daily on both sides of the street.

Comments:

Our investigations have verified that numerous vehicles are parked consistently on both sides of Byng Avenue. These parked vehicles restrict the flow of traffic and reduce the visibility for motorists while exiting from their driveways.

Councillors' Norman Gardner and John Filion surveyed the affected residents. The results of the survey concluded a support for the implementation of the parking prohibitions. This division would also support the installation of the parking prohibitions, as enforcement has been ineffective in providing long term improvements.

Conclusions:

The implementation of the parking prohibitions will improve traffic operations on Byng Avenue and will address the long term parking concerns of the residents.
