Subject: Neighbourhood Traffic Management Plan: Highland Hill between Dane Avenue and Ranee Avenue
(North York Spadina)
Purpose:
To install speed humps, as the neighbourhood traffic management plan, on Highland Hill between Dane Avenue and Ranee
Avenue.
Financial Implications and Impact Statement:
All costs associated with the installation of the traffic calming measures, estimated at $4,000.00, are included within the
Division's operating budget.
Recommendations:
It is recommended that:
(1) the neighbourhood traffic management plan described in this report be approved;
(2) By-law No. 31878, of the former City of North York, be amended to designate Highland
Hill, from Dane Avenue to Ranee Avenue, as a 40 km/h speed zone; and
(3) The Works and Emergency Services Department, Transportation Services Division, report back to Council in four
months on the effectiveness of the neighbourhood traffic management plan.
Background:
At a community meeting, held on December 6, 1999, residents of the community identified their concern with the volume
and speed of traffic on Highland Hill. Residents indicated that their quality of life has been affected due to significant
redevelopment of lands within this local community.
To determine existing conditions on Highland Hill, staff of this Division completed vehicle speed and volume studies.
Although the volume of traffic was not considered excessive, the 85th percentile speed of vehicles was well in excess of the
posted speed limit.
Previous attempts to deal with the high rate of speed by means of traditional (police enforcement) measures has proven to
be ineffective at obtaining long term benefits.
As a result of the concerns and a petition signed by affected residents, those in attendance at the community meeting
considered non-traditional (traffic calming) measures of reducing vehicle speeds.
Comments:
In accordance with the Traffic Calming Policy for the former City of North York, the Community Working Group
reviewed various traffic options. Due to the limited success in controlling vehicle speeds by traditional measures, the
Community Working Group has requested the installation of three speed humps.
Conclusions:
This Division supports the temporary installation of speed humps, as requested by the residents of Highland Hill.
