STAFF REPORT

October 22, 1999

To: North York Community Council

From: Roberto Stopnicki, Director, Transportation Services, District 3

Subject: Parking Prohibitions: Brooke Avenue

(North York Center South)

Purpose:

To install parking prohibitions on both sides of Brooke Avenue, from Mason Boulevard to Devere Gardens.

Financial Implications and Impact Statement:

All costs associated with the installation of the parking prohibitions are included within the Division's operating budget.

Recommendations:

It is recommended that Schedule VIII of By-Law #31001, of the former City of North York, be amended to prohibit parking from 8:00 a.m. to 11:00 a.m., Monday to Friday, on both sides of Brooke Avenue, from Mason Boulevard to Devere Gardens.

Background:

Currently, parking is permitted for periods of up to a maximum of three hours on both sides of Brooke Avenue, from Mason Boulevard to Devere Gardens.

Residents of Brooke Avenue forwarded a petition requesting that parking be prohibited on both sides of the roadway, between Mason Boulevard and Devere Gardens. The residents were concerned that with vehicles parked on both sides of the roadway, two way traffic could not be maintained, access to their driveways was restricted and pedestrian safety was at risk.

Comments:

Staff of this division has verified the residents concern as vehicles were parked on both sides of the roadway. This parking activity significantly impeded the flow of two way traffic. Requests for enforcement of the three hour parking limit has proven unsuccessful in providing long term improvements.

The petition that was forwarded included the support of almost 70% of the residents on the section of Brooke Avenue between Mason Boulevard and Devere Gardens.

Conclusions:

With the support of the majority of the affected residents and observations by staff of this division, we would support the installation of the parking restrictions.
