To: North York Community Council
From: Roberto Stopnicki, Director, Transportation Services, District 3
Subject: All Way Stop Control: Robert Hicks Drive and Henry Welsh Drive (north leg)
(North York Spadina)
Purpose:
To introduce an all way stop control at the intersection of Robert Hicks Drive and Henry Welsh Drive (north leg).
Financial Implications and Impact Statement:
All costs associated with the installation of an all way stop control will be included in this Division's operating budget.
Recommendations:
It is recommended that Schedules XVIII and XIX of By-law No. 31001, of the former City of North York, be amended to
require traffic to stop on all approaches to the intersection of Robert Hicks Drive and Henry Welsh Drive (north leg).
Background:
Currently, eastbound traffic on Robert Hicks Drive is required to stop at Henry Welsh Drive. Traffic on Henry Welsh Drive
is unrestricted between Ivan Nelson Drive and Robert Hicks Drive (south leg).
Comments:
This Division has reviewed residents' concerns regarding the level of safety for pedestrians and motorists at this
intersection.
An investigation conducted by staff has determined that due to the horizontal and vertical changes on Henry Welsh Drive
combined with limited visibility of approaching traffic caused by existing landscaping, pedestrians and motorists are
frequently placed in an unreasonably, unsafe situation.
Conclusions:
The installation of an all way stop control would improve the level of safety for pedestrians and motorists at the
intersection of Robert Hicks Drive and Henry Welsh Drive (north leg).
