Subject: Reduced Speed Zone: Lawrence Avenue East, west of Park Lane Circle
(North York Centre South)
Purpose:
To introduce a reduced speed zone on Lawrence Avenue East in the vicinity of the Crestwood School.
Financial Implications and Impact Statement:
All costs associated with the introduction of a reduced speed zone on Lawrence Avenue East are included within the
Division's operating budget.
Recommendations:
It is recommended that By-law No. 31878, of the former City of North York, be amended to introduce a 40 km/h speed
limit on Lawrence Avenue East, from a point opposite the easterly limit of Bayview Avenue to a point 300 metres west of
Park Lane Circle.
Background:
The current speed limit on Lawrence Avenue East is 50 km/h. The roadway is unimproved and provides access only to
York University, Glendon College Campus, and Crestwood School.
To the west of Park Lane Circle, Lawrence Avenue East has a significant downward grade as it approaches the schools.
Comments:
The former City of North York enacted a Policy which allowed the installation of 40 km/h speed limits on local roadways
that either front or flank a primary school, or where a pedestrian access is via parkland which is a continuation of the
school property.
Conclusions:
Conditions currently exist to support the introduction of a reduced speed limit on Lawrence Avenue East to 40 km/h, from
Bayview Avenue to Park Lane Circle.
