Subject:Variance for Proposed Roof Sign

Purpose:
Evaluate and aa recommendations regarding a request for variance from the sign by-law by Ingrid Brooks of Omni Outdoor
Company, on behalf of the owners, to permit the erection of an illuminated 10 foot by 20 foot billboard on the roof of an
existing 2 story building.
Financial Implications and Impact Statement:
There are no financial implications associated with this report.
Recommendations:
It is recommended that:
(1)The request for a minor variance from the sign by-law be refused.
Background and Comments:
The building on which the sign is proposed is located in a commercial zone (C1) (see attached zoning map). The building
fronts onto Wilson Avenue and the proposed sign would face east and west on the north side of Wilson Avenue. The
building on which the sign is proposed contains various retail uses on the first floor with residential and office suites on the
second floor; this type of building is very common in the area and is mirrored in use along the north and south sides of
Wilson Avenue.
On the subject building there are two (2) existing illuminated roof signs approximately ten feet by twenty feet each. The
proposed sign would be located approximately 178 feet west of an existing roof sign at 344 Wilson Avenue and 317 feet
west of another roof sign located at 332 Wilson Avenue.
Section 5.2.1.1 of the sign by-law regulates the distance between roof signs in a commercial zone. This section requires
that roof signs be located no closer than 500 feet from another roof sign, on the same side of the street. The proposed sign
will have two roof signs within this required 500-foot separation required in the by-law.
Considering the various uses of the subject building and the various surrounding buildings, the addition of another roof
sign would again increase the concentration of roof signs in this area.
Conclusions:
It is my opinion that:
- the proposed sign would have a negative impact on the surrounding area;
- the proposed sign does not meet the requirements of the sign by-law;
- the proposed variance is not minor in nature.
