STAFF REPORT
March 3, 2000
To:North York Community Council
From: Roberto Stopnicki, Director, transportation Services, District 3
Subject:Traffic Calming Measure: Jane Osler Boulevard
North York Spadina
Purpose:
To install an additional speed hump on Jane Osler Boulevard, as part of the approved Neighbourhood traffic Management
Plan.
Financial Implications and Impact Statement:
All costs associated with the installation of the speed hump on Jane Osler Boulevard, estimated at $1,200.00, are included
within the Division's Operating Budget.
Recommendations:
It is recommended that an additional speed hump be installed on Jane Osler Boulevard and that it be evaluated as part of
the Traffic Management Plan, previously approved by Council for the City of Toronto at it's meeting of November 23,
1999, (Clause 7 of Report 10).
Background:
Council for the City of Toronto adopted Clause 7 of Report 10, at it's meeting of November 23, 1999, which approved the
implementation of traffic calming measures on Cartwright Avenue, Mc Adam Avenue, Bentworth Avenue and Jane Osler
Boulevard.
As part of the review of the Neighbourhood Traffic Management Plan, consideration was given to the installation of one
speed hump in the vicinity of 18 Jane Osler Boulevard and a gateway narrowing at the easterly limit of Jane Osler
Boulevard, approximately 16 metres west of Dufferin Street.
Through discussions with area businesses, local residents and representatives of the working group, it was decided to
install only the speed hump.
At this time, no traffic calming measures have been installed.
Comments:
Since the adoption of the report supporting the installation of traffic calming measures, residents of Jane Osler Boulevard
and representatives of the working group identified concern that the one speed hump on Jane Osler Boulevard would not be
sufficient to address vehicle speeds at the curved portion of the roadway. Subsequently, they have requested that an
additional speed hump be installed at the westerly limit of Jane Osler Boulevard, and that it be evaluated as part of the
original Neighbourhood Traffic Management Plan.
A field observation has determined that an additional speed hump could be installed in the vicinity of 27 Jane Osler
Boulevard.
Conclusion:
The installation of an additional speed hump on Jane Osler Boulevard would address the residents' concern for vehicle
speeds at the west limit of the roadway, and would not compromise the integrity of the previously approved
Neighbourhood Traffic Management Plan.
