Subject:Stopping/Parking Prohibition: St. Germain Avenue and Falkirk Street
Purpose:
To amend the stopping and parking prohibitions on St. Germain Avenue and Falkirk Street in the vicinity of the Ledbury
Elementary and Middle School.
Financial Implications and Impact Statement:
All costs associated with the installation of the stopping restrictions are included within the Division's Operating Budget.
Recommendations:
It is recommended that:
(1)Schedule IX of By-law No. 31001, of the former City of North York, be amended to delete the "No Stopping, 8:00
a.m. to 6:00 p.m., Monday to Friday", prohibition on the north side of St. Germain Avenue, from a point 15 metres east of
the easterly limit of Falkirk Street to a point 35 metres easterly thereof;
(2)Schedule IX of By-law No. 31001, of the former City of North York, be amended to install a "No Stopping, 8:00 a.m.
to 6:00 p.m., Monday to Friday", prohibition on both sides of St. Germain Avenue, from the easterly limit of Falkirk Street
to a point 60 metres easterly thereof;
(3)Schedule IX of By-law No. 31001, of the former City of North York, be amended to install a "No Stopping Anytime"
prohibition on both sides of St. Germain Avenue, from a point 60 metres east of the easterly limit of Falkirk Street to a
point 21 metres easterly thereof;
(4)Schedule VIII of By-law No. 31001, of the former City of North York, be amended to delete the "No Parking, 8:00
a.m. to 6:00 p.m., Monday to Friday", prohibition on the east side of Falkirk Street, from the northerly limit of St. Germain
Avenue to the southerly limit of Melrose Avenue;
(5)Schedule X of By-law No. 31001, of the former City of North York, be amended to install "15 Minute Parking", from
8:00 a.m. to 6:00 p.m. Monday to Friday, on the east side of Falkirk Street, from a point 15 metres north of St. Germain
Avenue to a point 15 metres south of Melrose Avenue; and
(6)Schedule VIII of By-law No. 31001, of the former City of North York, be amended to install a "No Parking Anytime",
prohibition on the east side of Falkirk Street, from the southerly limit of St. Germain Avenue to a point 45 metres southerly
thereof.
Background:
This Division has reviewed requests from the Principal of the Ledbury Elementary and Middle School, along with a
petition from the residents of St. Germain Avenue, east of Falkirk Street, to amend the parking and stopping restrictions in
the vicinity of the school.
The petition submitted to this Division indicated that all affected residents request that a "No Stopping, 8:00 a.m. to 6:00
p.m., Monday to Friday", prohibition be installed on both sides of the straight portion of the roadway and a "No Stopping
Anytime" prohibition be installed within the limits of the cul-de-sac.
January 13, 2000, staff met with the Principal and Parent Teacher Association representatives of the Ledbury Elementary
and Middle School and residents of St. Germain Avenue. As a result of this meeting, the Principal and Parent Teacher
Association representatives requested that parking restrictions on the east side of Falkirk Street, be amended to permit short
term parking.
Currently, stopping is prohibited on the north side of St. Germain Avenue, between the hours of 8:00 a.m. and 6:00 p.m.,
Monday to Friday, parking is permitted for up to a maximum of three hours on the south side of the roadway and
prohibited at anytime within the limits of the cul-de-sac. Parking is prohibited on the east side and stopping is prohibited
on the west side of Falkirk Street, from St. Germain Avenue to Melrose Avenue.
Comments:
Observations by staff have confirmed that during the school admission and dismissal periods there were numerous vehicles
parked on both sides of St. Germain Avenue and Falkirk Street. These parked vehicles obstructed two way traffic and
required that children cross the street from between parked vehicles.
A request for parking enforcement of the existing parking and stopping restrictions has proven to be ineffective in reducing
the residents' concerns with regards to illegal parking.
Conclusions:
This Division supports the request to amend the parking and stopping restrictions as it will decrease the congestion on the
roadways within the vicinity of the school and improve the level of safety for school children.
