Subject:All Way Stop Control: Glen Park Avenue and Englemount Avenue

(North York Spadina)

Purpose:

To install an all way stop control at the intersection of Glen Park Avenue and Englemount Avenue.

Financial Implications and Impact Statement:

All costs associated with the installation of an all way stop control are included in the Division's operating budget.

Recommendations:

It is recommended that Schedules XVIII and XIX of By-law No. 31001, of the former City of North York, be amended to require traffic to stop at all approaches to the intersection of Glen Park Avenue and Englemount Avenue.

Background:

As a result of concerns from local residents, staff of the Transportation Services Division of the Works and Emergency Services Department investigated the feasibility of installing an all way stop control at the intersection of Glen Park Avenue and Englemount Avenue.

Currently, northbound and southbound motorists on Englemount Avenue are required to stop at Glen Park Avenue.

Comments:

During the completion of an all way stop study, staff observed that the design of the intersection results in driver confusion regarding the right-of-way across the intersection. Motorists on Glen Park Avenue, despite the fact that they are not required to stop, were either slowing down or coming to a complete stop at the intersection of Englemount Avenue, increasing the potential for right angle or rear end type collisions. A review of our collisions records indicate that during the preceding three years, there have been five reported incidents, which are considered to be preventable by the installation of an all way stop control.

Conclusions:

In order to address the right-of-way concerns and to reduce the number of collisions at this intersection location, the installation of an all way stop control at the intersection of Glen Park Avenue and Englemount Avenue is recommended.
