 STAFF REPORT

March 6, 2000

To: North York Community Council

From: Roberto Stopnicki, Director, Transportation Services, District 3

Subject:Parking Prohibitions: Kingsdale Avenue

(North York Centre)

Purpose:

To prohibit daytime parking on the south side of Kingsdale Avenue between Willowdale Avenue and Longmore Street

Financial Implications and Impact Statement:

All costs associated with the installation of the parking restrictions are included within this Division's Operating Budget.

Recommendat:

It is recommended that Schedule VIII of By-law No. 31001, of the former City of North York, be amended to prohibit parking from 8:30 a.m. to 6:00 p.m., Monday to Friday, on the south side of Kingsdale Avenue, between Willowdale Avenue and Longmore Street.

Background:

The Transportation Services Division of the Works and Emergency Services Department reviewed a request from local residents to restrict daytime parking on the south side of Kingsdale Avenue, between Willowdale Avenue and Longmore Street. This request was made as a result of numerous previous complaints regarding daily on street parking.

Currently, parking is prohibited at anytime on the north side of Kingsdale Avenue, between Willowdale Avenue and Longmore Street. On the south side of the roadway, parking is permitted for up to a maximum of three hours.

Despite numerous requests to the Toronto Police Services for enforcement of the three hour parking limit motorists continue to park daily on the south side of the street.

Comment:

Our investigations have verified that numerous vehicles are parked consistently on the south side of Kingsdale Avenue. These parked vehicles restrict the visibility for motorists while exiting from their driveways.

Conclusion:

The implementation of the parking prohibitions will improve traffic operations on Kingsdale Avenue and will address the daytime parking concerns of the residents, which cannot be addressed by traditional parking enforcement.
