 STAFF REPORT

March 3, 2000

To: North York Community Council

From: Roberto Stopnicki, Director, Transportation Services, District 3

Subject:Stopping Prohibitions: Bonnington Place

(North York Center)

Purpose:

To install stopping prohibitions on both sides of Bonnington Place from Sheppard Avenue east to Lyndale Drive.

Financial Implications and Impact Statement:

All costs associated with the installation of the stopping prohibition are included within the Division's Operating Budget.

Recommendations:

It is recommended that Schedule IX of By-law No. 31001, of the former City of North York, be amended to prohibit stopping between 3:00 p.m. and 6:00 p.m., Monday to Friday, on both sides of Bonnington Place, from the southerly limit of Sheppard Avenue East to the northerly limit of Lyndale Drive.

Background:

This Division has reviewed the concerns of Mr. Ron Rooke, 142 Glendora Avenue, regarding the excessive illegal parking on Bonnington Place. Mr. Rooke is particularly concerned, as Bonnington Place provides the only access to Sheppard Avenue East for the greater community.

Currently, parking is prohibited at anytime on both sides of Bonnington Place, for its entirety.

Comments:

With the recent closure of Leona Drive, Bonnington Place has become the only street which provides access to Sheppard Avenue East. When vehicles park/stop on the roadway, two way traffic cannot be maintained.

To address the parking concerns, the Toronto Police Services, Parking Enforcement Unit, was requested to provide increased enforcement of the existing parking prohibitions. However, enforcement has had only a marginal impact on the illegal parking activities.

Observations by staff of this Division confirm that the parking problem is of most concern during the weekday p.m. peak period.

Conclusion:

The implementation of the stopping prohibitions should significantly reduce the number of motorists who presently stop their vehicles on the roadway.
