Subject:Parking and Stopping Prohibitions: Churchill Avenue

(North York Centre)

Purpose:

To amend the parking and stopping prohibitions on Churchill Avenue , between Senlac Road and Claywood Road.

Financial Implications and Impact Statement:

All costs associated with the amendments to the parking and stopping prohibitions are included in the Division's Operating Budget.

Recommendations:

It is recommended that:

(1)Schedule IX of By-law No. 31001, of the former City of North York, be amended to delete the "No Stopping, 8:00 a.m. to 6:00 p.m., Monday to Friday" prohibition on the north side of Churchill Avenue, from Senlac Road to Claywood Road;

(2)Schedule IX of By-law No. 31001, of the former City of North York, be amended to install a "No Stopping, 8:00 a.m. to 6:00 p.m., Monday to Friday" prohibition on the north side of Churchill Avenue, from the easterly limit of Senlac Road to a point 30 metres easterly thereof; and

(3)Schedule X of By-law No. 31001, of the former City of North York, be amended to permit 15 minutes parking between 8:00 a.m. and 6:00 p.m., Monday to Friday, on the north side of Churchill Avenue, from a point 30 metres east of the easterly limit of Senlac Road to the westerly limit of Claywood Road.

 Background:

At the request of Ms. Ronna Klouger, Principal, Churchill Public School, staff of the Transportation Services Division reviewed the existing stopping prohibitions on the north side of Churchill Avenue, adjacent to the Churchill Public School.

Currently, stopping is prohibited on both sides of Churchill Avenue, between 8:00 a.m. and 6:00 p.m., Monday to Friday, from Senlac Road to Claywood Road.

Principal Klouger has indicated that during school admission and dismissal times their parking lot becomes congested with vehicles, which results in parents parking/stopping on Churchill Avenue, adjacent to the school. This parking activity is of concern to Ms. Klouger as she feels the children's safety is at risk, particularly when they cross the roadway from between parked cars.

Comments:

Observations by staff have confirmed the concerns brought forward by Principal Klouger. She has suggested that parents be permitted to park for periods of up to a maximum of 15 minutes, on the north side of Churchill Avenue, adjacent to Churchill Public School.

Conclusion:

With the restriction of stopping on the south side of Churchill Avenue and the implementation of short term parking on the north side, two way traffic will be maintained and the safety of children will be improved as they will longer be required to cross the roadway from between parked cars.
