Subject:All-Way Stop Control: Overbrook Place and Elder Street

(North York Spadina)

Purpose: To introduce all way stop control at the intersection of Overbrook PLace and Elder Street

Financial Implications and Impact Statement:

All costs associated with the installation of all way stop control will be included in this Division's operating budget.

Recommendations:

It is recommended that Schedules XVIII and XIX of By-Law No. 31001, of the former City of North York, be amended to require traffic to stop on all approaches to the intersection of Overbrook Place and Elder Street.

Background:

Currently, northbound and southbound traffic on Elder Street is required to stop at Overbrook Place. Traffic on Overbrook Place travels unrestricted between Wilmington Avenue and Goddard Street.

Comments:

The Transportation Services Division of the Works and Emergency Services Department reviewed concerns from local residents regarding the level of safety for both pedestrian and motorist traffic at the intersection of Overbrook Place and Elder Street. It was further indicated that motorist and pedestrian activities associated with the commercial/medical properties on the north and south sides of Overbrook Place add to the confusion at the intersection.

The results of a recently conducted vehicle speed study concluded that 85th percentile speeds of 61 km/h were achieved on Overbrook Place.

Observations by staff of this division confirm the concerns of the residents as right of way conflicts exist at the intersections of Overbrook Place with Elder Street and the commercial/medical property driveway accesses. Existing conditions would warrant the installation of an all way stop control.

Conclusions:

The implementation of an all way stop control at the intersection of Overbrook Place and Elder Street would improve the level of safety for pedestrians and motorists while addressing right of way concerns at the intersections of Overbrook Place with Elder Street and the commercial/medical property driveway accesses.
