COMMUNICATIONS/REPORTS.

1. EXEMPTION FROM PART LOT CONTROL OF CERTAIN LANDS IN CONNECTION WITH THE PURCHASE OF UNION STATION BY THE CITY OF TORONTO AND GO TRANSIT. (TRINITY-NIAGARA, DOWNTOWN, DON RIVER)

To exempt certain lands from subdivision control to allow the reservation of an easement in favour of the Toronto Terminals Railway Company Limited over portions of the lands being transferred to GO Transit in association with the purchase of Union Station by the City of Toronto and recommending that:

(1) a Subdivision Control Exemption By-law be enacted pursuant to section 16 of the City of Toronto Act, 1971 in respect of the lands illustrated on Maps 1 and 2 hereto, being transferred to GO Transit in association with the purchase of Union Station, such By-law to expire on December 31, 2000;

(2) a Part Lot Control Exemption By-law be enacted pursuant to section 50(7) of the Planning Act, in respect of the lands illustrated on Maps 3 through 6 hereto, being transferred to GO Transit in association with the purchase of Union Station, such By-law to expire on December 31, 2000;

(3) the City Solicitor be authorized to introduce the necessary Bills in Council to give effect to recommendations 1 and 2; and

(4) the appropriate City Officials be authorized and directed to register the By-laws on title.

2. INTERIM REPLACEMENTS OF MEMBERS OF EXAMINING BOARDS

Recommending that the Acting Commissioner, Urban Development Services:

(1) be authorized to begin the process to fill, on an interim basis, the one vacancy on the Master Electrician Examining Board and the three vacancies on the Building Renovator Examining Board; and

(2) at the conclusion of the process, report to the Planning and Transportation Committee, through the Licensing Sub-Committee, with names of individuals for appointment to these two boards for an interim period ending December 31, 2000, or until the Licensing By-law review has been completed.

3. TERMS OF REFERENCE - LICENSING SUB-COMMITTEE

Recommending that the authority granted to the members of the previous Licensing Commissioners under Section 17 of By-law 20-85, quoted below, be extended to the Members of the Toronto Licensing Tribunal and to the Members of the Licensing Sub-Committee:

"17. Any person duly authorized by the Commission, or any member of the Commission, may at all reasonable times inspect as much of any house, place or premises as is used for the carrying on of any trade, calling, business or occupation in respect of which any person has or is required to have a licence under this By-law, and any such person so authorized or any member of the Commission may inspect any goods, articles, books, records and other documents of or relating to any such trade, calling, business or occupation, and no person who has or is required to have a licence under this By-law shall obstruct or hinder the making of the inspection aforesaid, or cause or permit the same to be obstructed or hindered."

5. GTA TRANSIT USAGE SURVEY RESULTS

Requesting that Council formally support the Toronto Transit Commission's request to have the "Seamless Transit" and "GTA Transit Usage Survey Results" presentations heard by the Greater Toronto Services Board.

7. TAXI DRIVER SAFETY

City Clerk, Licensing Sub-Committee

(January 25, 2000)

Recommending that:

(1) City Council direct the City Solicitor to amend the Licensing By-law 20-85 so that taxi drivers are granted the right to demand a pre-paid deposit on a taxi fare; and

(2) the Acting Commissioner, Urban Development Services, be requested to report to the Licensing Sub-Committee on an appropriate protocol and pre-paid amount towards a taxi fare.

8. 2:00 p.m. INCENTIVES FOR PRIVATE-SECTOR AFFORDABLE HOUSING

DEVELOPMENT: PROPOSAL REVIEW

Commissioner, Community and Neighbourhood Services

To review an affordable housing model using property tax measures and other incentives proposed by Councillor Jakobek and recommending that:

(1) the potential use of property tax measures and other incentives to stimulate affordable rental housing development, as outlined in this report, be forwarded to the City of Toronto Business Reference Group (for consideration by the Multi-Residential Sub-Panel) as part of their overall mandate to bring forward to City Council, through the Assessment and Tax Policy Task Force, requests for new tax policy by legislation;

(2) this report be forwarded to the Community Services Committee and the Policy and Finance Committee for information; and

(3) the appropriate City Officials be authorized and directed to take the necessary action to give effect thereto.
