Feasibility of Transferring Information and Technology to Finance

On December 10, 1999 the Budget Advisory Committee requested the Chief Administrative Officer to report to the January 20, 2000 meeting of the Policy and Finance Committee on the feasibility of transferring Information and Technology to the Finance Department from Corporate Services. This memo is provided to the members of Policy and Finance Committee for information.

The Commissioner of Corporate Services has just been hired based on the current set of functions and responsibilities as was agreed at the June 1999 in-camera Council meeting. It would be illogical to begin removing individual functions (three of the seven having now been suggested) without a proper review of the entire administrative structure. Such a review is planned for next term.

The City is at the beginning of the restructuring process, not the end. To establish a climate of stabilization, which is absolutely critical at this time, requires that the transition process be completed before undertaking further change. Until the rationalization, realignment and integration of services and staff at the service delivery level are complete, changing any part of the structure is premature. It is anticipated that this process will take about three years to complete.

Changing the structure in mid-stream on an ad-hoc basis creates confusion in the organization, and can potentially derail the service integration initiatives underway and trigger new restructuring initiatives and cost impacts. The clustering of functions will be reconsidered in the future as the most appropriate forms of service integration are identified and further experience with the structure is gain~d.
