Subject: Right-Turn Prohibition onto Saunders Road from the new ESSO Station/Tim Horton's driveway, north of Kingston Road

Scarborough Bluffs

Purpose:

To investigate the need for a right-turn prohibition exiting from the new ESSO Station/Tim Horton's driveway to Saunders Road.

Financial Implications and Impact Statement:

The $300.00 (approximate) funds associated with the installation of turn prohibition signs is available in the Transportation Services 2000 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the westbound right-turn movement from the ESSO station/Tim Horton's driveway, 30 metres north of Kingston Road be prohibited from 7:00 a.m. to 9:00 a.m., Monday to Friday, as identified in Appendix 1 of this report be adopted; and

(2) the appropriate by-law be amended accordingly.

Background:

As a result of a petition signed by 24 of the 29 homes (83 percent) on Saunders Road requesting that right turns be prohibited from the new ESSO/Tim Horton's driveway onto Saunders Road from 7:00 a.m. to 9:00 a.m., Monday to Friday, Transportation Services investigated this location and are reporting the results of our investigations.

Comments:

Saunders Road is a local residential road located immediately east of Scarborough Golf Club Road and north of Kingston Road. The redeveloped site on the north-east corner of Kingston Road and Saunders Road, which contains a Tim Horton's and an ESSO gas station, was opened in 1999. This property has driveways intersecting both Kingston Road and Saunders Road. Right-turns are currently prohibited from Kingston Road to Saunders Road between 7:00 a.m. and 9:00 a.m., from Monday to Friday.

During our two-hour study, conducted from 7:00 a.m. to 9:00 a.m. on Tuesday, November 2, 1999, Transportation Services staff recorded 45 motorists exiting from the ESSO/Tim Horton's driveway to proceed north on Saunders Road. Twenty-six vehicles were also observed disobeying the existing turn prohibition at Kingston Road and Saunders Road during this same time period.

Conclusions:

We are recommending that right turns be prohibited from the ESSO/Tim Horton's driveway, from 7:00 a.m. to 9:00 a.m., Monday to Friday to mimic the existing right-turn prohibition at Kingston Road and Saunders Road. This recommended right-turn prohibition will prevent motorists from cutting through the ESSO/Tim Horton's parking lot to circumvent the right turn prohibition at Kingston Road and Saunders Road.
