Subject: Speed Limit Reduction on Manhattan Drive and Tower Drive

Purpose:
To report the results of speed studies conducted on Manhattan Drive and Tower Drive.
Financial Implications and Impact Statement:
The $1000.00 (approximate) funds associated with the installation of speed limit signs is available in the Transportation
Services 2000 budget estimates, Cost Centre No. TP0226.
Recommendations:
It is recommended that:
(1) the 40 kilometre per hour speed limits identified in Appendix 1 of this report be rescinded;
(2) the 40 kilometre per hour speed limits identified in Appendix 2 of this report be adopted; and
(3) the appropriate by-law be amended accordingly.
Background:
As a result of a request from a resident of Tower Drive to investigate speeding on this street, Transportation Services is
reporting the results of our investigations.
Comments:
Manhattan Drive and Tower Drive are local residential roads located north of Lawrence Avenue. Both streets are bisected
by Warden Avenue. Manhattan Park Junior Public School is located east of Warden Avenue and fronts onto Manhattan
Drive. Appropriate School Area signs are posted in advance of the school. The speed limit is currently 50 kilometres per
hour on both Manhattan Drive and Tower Drive, east of Warden Avenue, while the sections of these roads west of Warden
Avenue are posted with a 40 kilometre per hour limit.
Twenty-four hour speed studies were conducted on Wednesday, October 6, 1999 on Manhattan Drive and Tower Drive.

The justification for the introduction of a 40 kilometre per hour speed limit on a road in Scarborough District is based on a
technical warrant adopted by the former Scarborough Council. Application of the required data to this warrant revealed that
a 40 kilometre per hour speed limit is not technically warranted on either street.
Although all of the required criteria for installation of a 40 kilometre per hour speed limit are not achieved, a 40 kilometre
per hour speed limit is considered a logical extension of the existing 40 kilometre per hour speed limit on the portion of
Tower Drive to the west of Warden Avenue. A similar situation also exists on the portion of Manhattan Drive east of
Warden Avenue. Manhattan Drive, west of Warden Avenue is posted with a 40 kilometre per hour speed limit. Extending
this speed limit to cover the entire length of Manhattan Drive would emphasize the speed limit to motorists in the vicinity
of Manhattan Junior Public School.
Our review of the collision history for the three-year period, January 1, 1996 to December 31, 1998 did not reveal any
collisions reported on Tower Drive or Manhattan Drive, east of Warden Avenue over this time period.
Conclusions:
In summary, a 40 kilometre per hour speed limit is recommended on both Manhattan Drive and Tower Drive, east of
Warden Avenue as they act as a logical extension of the existing 40 kilometre per hour speed limit posted on these streets
west of Warden Avenue.
