Purpose:
This report provides a preliminary evaluation of applications to amend the
Official Plan and Zoning By-law for vacant service station site on the east
side of Kennedy Road south of the Jack Goodlad Park, to permit the
development of 43 condominium stacked townhouses.
Financial Implications and Impact Statement:
None.
Recommendation:
It is recommended that
that Scarborough Community Council convene a Public Meeting to
consider the applications, targeted for the second quarter of 2000, subject
to:
(1) Staff convening a Community Information Meeting, in consultation with the Ward Councillors; and
(2) Staff providing Notice of the Public Meeting to all properties within 120 metres (400 feet) of the subject property and
those attending the Community Information Meeting.
Background:
The 0.4 hectare (0.9 acre) vacant property is a former service station site located on the east side of Kennedy Road south of
the Jack Goodlad Park. The land is designated Highway Commercial Uses in the Ionview Community Secondary Plan.
The land is zoned Highway Commercial (HC) which permits Day Nurseries, Highway Commercial Uses, and Places of
Worship. Highway Commercial Uses may include uses such as Funeral Homes, Hotels and Motels, Libraries and Art
Galleries, Limited Retail Shopping, Professional and Business Offices and Recreational Uses.
Comments:
The applicant has submitted a Site Plan Control Application (SC-S19990106) showing the proposed layout of the 43
stacked townhouses, landscaping and building elevations. The proposed development will provide street-related residential
uses on Kennedy Road on a site which has been unoccupied for several years. It will also provide for construction
employment and additional assessment to the City.
The proposed residential development is illustrated on Figure 1. This initial submission raises a number of issues, including
the need to better address the street frontage with design features that would provide for direct exposure to Kennedy Road.
This can be achieved by opening up the end units to the street and by providing strong landscape features along this
frontage. Also, the applicant must address the provision of adequate visitors parking for the development. City staff will
work with the applicant to develop optimum access and parking for the development and to more appropraitely address the
Kennedy Road streetscape.
