Purpose:
In response to the request from Scarborough Community Council, this is a status report on Retail/Commercial component
of the Mondeo development and the application to remove the Holding Provision (H) from that component.
The holding provision was incorporated into the zoning by-law to ensure that certain conditions are satisfied prior to
development proceeding. These conditions include the requirement that the subdivision agreement be executed, necessary
transportation improvements be implemented to accommodate the development of the site, and the satisfactory resolution
of the Site Plan Control application.

Recommendations:
It is recommended that
Scarborough Community Council receive this report for information.
Background:
In order to ensure orderly development of the commercial component of the Mondeo community, the Neighbourhood
Commercial zoning permissions are subject to a Holding Provision (H). This allows the City to ensure that certain
conditions are satisfied prior to the removal of the holding provision from the subject lands. These conditions include the
following requirements:
(a) the Subdivision Agreement be executed for all the lands subject to the current zoning categories;
(b) the necessary transportation improvements be implemented to accommodate the development on this site and;
(c) satisfactory resolution of Site Plan Control applications.
Comments:
The following is the current status of the conditions imposed on this application:
Subdivision Agreement
The subdivision agreement has been executed and registered.
Transportation Improvements
A further Traffic Impact Study has been completed and is now being assessed. Staff will provide an update on this issue as
soon as possible.
Site Plan Control Application
Matters of building siting, parking and access to the site have not been finalized (Application SC-S1998100).
Conclusions:
Once the Site Plan Control issues have been resolved to the satisfaction of the Director of Community Planning, East
District, a report recommending the lifting of the "H" category will be prepared and submitted to Community Council. At
that time, Public Notice will be given of Council's intent to lift the "H" category in accordance with the provisions of The
Planning Act.
