Subject: Speed Limit Reduction on Bendale Boulevard

Scarborough City Centre

Purpose:

To report the results of speed studies conducted on Bendale Boulevard.

Financial Implications and Impact Statement:

The $600.00 (approximate) funds associated with the installation of speed limit signs is available in the Transportation Services 2000 budget estimates, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the 40 kilometre per hour speed limit identified in Appendix 1 of this report be adopted; and

(2) the appropriate by-law be amended accordingly.

Background:

As a result of a request from a resident of Bendale Boulevard to investigate speeding on this street, Transportation Services is reporting the results of our investigations.

Comments:

Bendale Boulevard is a local residential road located in the community east of McCowan Road, south of Lawrence Avenue. The speed limit is currently 50 kilometres per hour.

Twenty-four hour speed studies were conducted on Tuesday, November 2, 1999 on Bendale Boulevard. Study results are as follows:

Our speed study results reveal that Bendale Boulevard is characteristic of many other local roads, where a few motorists travel at excessive speeds. Although incidents of excessive speeding are occurring on this road, the majority of motorists (94% to 98%) are travelling below the 50 kilometre per hour speed limit.

Application of these study results to our 40 Kilometre Per Hour Speed Limit Warrant also revealed that a reduced speed limit is not technically warranted on Bendale Boulevard. This is primarily due to the low volume of traffic on Bendale Boulevard (173 to 217 vehicles over 24 hours). The warrant requires that the 24-hour vehicle volume exceed 1,000. Despite the warrant criteria not being achieved, there may be some confusion amongst motorists as to the speed on Bendale Boulevard because, when they enter the community from Danforth Road, the speed limit on Seminole Avenue is posted as 40 kilometre per hour. Bendale Boulevard acts as an extension of Seminole Avenue, east of McCowan Road.

A review of the collision history for the period from January 1, 1996 to December 31, 1998 reveals that no collisions were reported on Bendale Boulevard over this time period.

Conclusions:

In summary, the 40 kilometre per hour speed limit criteria reveals that a reduced speed limit is not technically warranted on Bendale Boulevard. However, because Bendale Boulevard acts as an extension of Seminole Avenue, it is appropriate to continue the posted 40 kilometre per hour speed limit on Bendale Boulevard to its termination at Rossander Court.
