Purpose:
To provide preliminary information on the above-noted applications and to seek Community Council's direction on further
processing of the applications and on the community consultation process.
Financial Implications and Impact Statement:
There are no financial implications resulting from the adoption of this report
Recommendations:
It is recommended that:
(1) Staff be directed to schedule a Community Meeting in consultation with the Ward Councillors;
(2) Staff be directed to schedule Public Meeting under the Planning Act to consider this application, targeted for the second
quarter of 2000;
(3) Staff be directed to prepare a final recommendation report for the Public Meeting.
(4) Notice of the Public Meeting to be given in a manner prescribed in the regulations under the Planning Act
Comments:
The subject parcel is situated east of Kennedy Road, north of L'Amoreaux Park and Mary Ward Catholic High School and
south of the terminus of the incomplete Sanwood Boulevard and Shepton Way.
The agriculturally used land is generally flat and at grade level with the surrounding land. However, due to filling on the
Mary Ward Catholic High School property, the subject parcel is lower in elevation than this southerly parcel. There is also
a drainage swale across the northern portion of the lands and the eastern portion of the lands which connects into the creek
system in L'Amoreaux Park.
Proposal:
Subdivision application SC-T20000001 has been received from the applicant for this parcel. The proposed plan of
subdivision contains 144 single detached dwelling lots having a minimum frontage of 9.2 metres (30 feet) and minimum
area of approximately 308 square metres (3,315 square feet), as well as 18 single detached dwelling lots having a minimum
frontage of 12.2 metres (40 feet) and a minimum area of approximately 408 square metres (4,397 square feet).
In order for the development to proceed in accordance with the proposed draft plan of subdivision, the property must by
rezoned. The applicant has submitted rezoning application SC-Z20000002.
The draft plan of subdivision contains roadways that will complete the existing road network for Sanwood Boulevard and
Shepton Way. These roadways have existed in their incomplete state since the early 1980's when the subdivisions to the
north were constructed.
Official Plan:
The Steeles Community Secondary Plan designates the lands as Low Density Residential "RL". This designation permits
single detached dwellings, semi-detached dwelling and street townhouses uses.
Zoning:
The subject property is zoned Residential Uses "R" under the Agricultural Holding By-law No.10217. This designation
requires a minimum frontage of 30 metres (100 feet). This agriculture "R" holding zone is also reflected in the Steeles
Community Zoning By-Law No.16762.
Tree Preservation:
There is little in the way of trees across the site. The applicant will be required to submit a vegetative assessment.
Reason for the Application:
The applicant has recently acquired this 8.4 hectare (20.8 acre) parcel of vacant land from the Estates of Rose Lipman and
Harry Lipton, and is proposing to develop the land for residential purposes by plan of subdivision as envisioned in the
official plan.
Issues to be Resolved:
The applicant has submitted a Phase II Environmental Site Assessment for the parcel. This report will be reviewed as part
of the normal circulation/review process. In support of the application the applicant is proposing to submit a traffic report
and noise report. Staff will also be requesting a preliminary servicing and storm water management report.
Conclusions:
The application will proceed through the normal review process. At Community Council's direction, staff will arrange a
community meeting in consultation with the local Councillors. At the appropriate time, the application will be brought
forward to a public meeting in accordance with the requirements of the Planning Act
