Subject: Burma Monument on the Albert Campbell Square

Purpose:
To respond to the request of the Burma Star Association to place a memorial on the Albert Campbell Square.
Financial Implications and Impact Statement:
There are no financial implications associated with this report. All capital and operating costs will be assumed by the
Burma Star Association in the placing of this memorial.
Recommendations:
It is recommended that:
(1) Scarborough Community Council consider the request to place the memorial on the location shown on the plan
attached as Appendix A.
Background:
The Community Council had before it a communication (November 26, 1999) from Mr. Denis Young, Burma Star
Association, requesting that the Association be permitted to erect a war memorial on the Scarborough Civic Centre
grounds.
On a motion by Councillor Altobello, the Scarborough Community Council referred the aforementioned communication to
the Director of Parks and Recreation, East District, to meet with Mr. Young to review his Association's request and report
thereon to the Scarborough Community Council.
The Director of Parks and Recreation, East District, met with Mr. Young and staff of the Facilities & Real Estate Division.
Further discussions with Mr. Young were held to determine the best potential location for the memorial. The Acting
Commissioner of Corporate Services is submitting this report as the memorial is proposed for civic space associated with
the Scarborough Civic Centre.
Comments:
A number of meetings have been held with representatives of the Burma Star Association in order to determine a mutually
agreeable location for the placing of a monument. The location shown in Appendix A will meet the needs of the Burma
Star Association and does not present a concern from a staff operations perspective.
Other options were reviewed:
1. the plaque wall was rejected by the Burma Star Association as it did not meet their needs from a location perspective;
2. the newly constructed berm in Albert Campbell Square was rejected by staff as this location is designated as a family
picnic area.
The proposed memorial is illustrated in Appendix B.
If approved, the memorial will be installed by the Burma Star Association, at no cost to the City, in Spring 2000. The
Burma Star Association will be responsible for all future operation costs and indemnify the City from all liability for the
memorial and have indicated a willingness to enter into an agreement to that effect.
The Commissioner of Corporate Services does not have any objection to the installation of this memorial but requests that
the Scarborough Community Council consider this matter in the context of potential future requests. Currently there is not
a City wide co-ordinated policy and approach for the consideration of monuments and public art installations on civic
property.
Conclusions:
Staff have reviewed the request with the Burma Star Association and have located a satisfactory site on the grounds of the
Scarborough Civic Centre. The Acting Commissioner of Corporate Services requests that the Scarborough Community
Council consider this request in the context of potential future requests.
