March 8, 2000

To: Chairman and Members of the Scarborough Community Council

From: Gary H. Welsh, Director, Transportation Services, Works and Emergency

Services, District 4

Subject: Petition Requesting A Parking Prohibition On Esquire Circle

Scarborough Wexford

Purpose:

To investigate the need to prohibit parking on Esquire Circle between the hours of 8:00 a.m. and 4:00 p.m., Monday to Friday.

Financial Implications and Impact Statement:

The $600.00 (approximate) funds associated with the installation of parking prohibition signs are available in the Transportation Services 2000 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the parking regulation identified in Appendix 1 of this report be adopted; and

(2) the appropriate by-law be amended accordingly

Background:

Transportation Services received a petition, signed by all of the properties located on Esquire Circle. Residents are requesting a parking prohibition on Esquire Circle between the hours of 8:00 a.m. and 4:00 p.m., Monday to Friday.

Comments:

Stopping is currently prohibited on Esquire Road from Victoria Park Avenue to Esquire Circle from 7:00 a.m. to 6:00 p.m., Monday to Friday. On Esquire Circle, no parking regulations are posted beyond the 15 metre corner parking prohibition.

It would appear that the motorists parking on Esquire Circle are overflow parking generated by commercial properties fronting on Victoria Park Avenue. In view of the fact that the problem is associated with the operating hours of these businesses, residents are requesting a parking prohibition between the hours of 8:00 a.m. and 4:00 p.m., Monday to Friday.

Conclusions:

Based on the support of all residents on Esquire Circle in the petition, we can support the parking prohibition outlined in this report.
