Subject: Proposed Pedestrian Crossover on Bonis Avenue

Scarborough Agincourt

Purpose:

To report the results of a feasibility study into the installation of a pedestrian crossover on Bonis Avenue.

Financial Implications and Impact Statement:

The funds associated with new pedestrian crossover installations are contained in the Works and Emergency Services Capital Program. As part of the Department's capital budget, $200,000.00 has been allocated for new pedestrian crossover installations in 2000. The estimated cost of the installation of a pedestrian crossover at this location is $23,000.00.

Recommendations:

It is recommended that:

(1) a pedestrian crossover be installed on Bonis Avenue mid-way between Kennedy Road and Carabob Court, at The Greens at Tam O'Shanter Condominium Complex and the Agincourt District Library; and

(2) the appropriate by-laws be amended accordingly, as listed in Appendix 1.

Background:

As a result of a request from the Property Manager of The Greens at Tam O'Shanter condominium complex at 168 Bonis Avenue, Transportation Services is reporting the results of our investigation into the feasibility of installing a pedestrian crossover (PXO).

Comments:

Staff conducted a traffic study on Bonis Avenue in the vicinity of The Greens at Tam O'Shanter at 168 Bonis Avenue, across from the Agincourt District Library at 155 Bonis Avenue. During eight hours of a normal weekday we recorded 315 pedestrians crossing Bonis Avenue. The pedestrian volume consisted of the following age groups:

Assisted Children 9

Unassisted Children 4

Youths/Adults 230

Senior Citizens 72

Furthermore, 79 were delayed more than 10 seconds.

The justification for the installation of a PXO is based upon a technical warrant established by the Ministry of Transportation of Ontario. When the study results are applied to this technical warrant, the pedestrian volume is 108% fulfilled and the delay is 105% fulfilled.



Both of these warrants should be fulfilled 100% or more for a PXO to be technically warranted. Therefore a PXO is technically warranted at this location on Bonis Avenue.

For the three-year period ending on December 31, 1998 there were no collisions reported involving pedestrians. However, this location is suitable for a PXO and staff recommend installation because of a significant number of senior citizens plus children crossing the street in this area.

The estimated cost to install a PXO at this location is $23,000.00 and funds for new PXO's have been identified in the 2000 Capital Program for the whole City of Toronto totalling $200,000.00.

Conclusions:

A pedestrian crossover is technically warranted on Bonis Avenue at The Greens at Tam O'Shanter condominium complex and is recommended because the subject location is suitable for this pedestrian crossing control device.
