Subject: All-Way Stop Control - Glen Watford Drive and Havendale Road

Scarborough Agincourt

Purpose:

To report the results of investigations at the intersection of Glen Watford Drive and Havendale Road.

Financial Implications and Impact Statement:

The $500.00 (approximate)funds associated with the installation of stop signs is available in the Transportation Services 2000 budget, Cost Centre No. TP0226.

Recommendations:

It is recommended that:

(1) the stop signs identified in Appendix 1 of this report be rescinded;

(2) the stop signs identified in Appendix 2 of this report be adopted; and

(3) the appropriate by-law be amended accordingly.

Background:

As a result of a request from Councillor Shaw, on behalf of a resident of Glen Watford Drive, Transportation Services is reporting the results of our investigations at the intersection of Glen Watford Drive and Havendale Road.

Comments:

Glen Watford Drive and Havendale Road are residential collector roads located east of Midland Avenue and south of Huntingwood Drive. Stop signs are posted for traffic travelling north and south on Glen Watford Drive.

As a result of a complaint of conflicts occurring at the intersection of Glen Watford Drive and Havendale Road, Transportation Services investigated this intersection in 1998. Our review of the collision history for the period January 1, 1995 to December 31, 1997, revealed that a collision did occur in 1997 in which a motorist mistook this intersection for an all-way stop. This was the only collision reported at this intersection in this time period.

In our initial review, we also observed motorists mistakenly treating this location as an all-way stop control. Although no conflicts were observed during our investigation, we recommended the installation of oversize stop signs and painted stop bars with crosswalk lines on both approaches of Glen Watford Drive to provided greater emphasis of the right-of-way at this intersection. The signs and pavement marking were installed in January 1999 and March 1999 respectively.

Transportation Services investigated this location again in November 1999. Application of our study data to the all-way stop control warrant revealed that the numerical warrant requirements are not achieved. Study results are as follows:

Although the warrant criteria are not achieved, we observed that incidents of confusion continue to occur due to the treatment of this intersection as an all-way stop control by some motorists, despite the installation of enlarged stop signs and pavement markings. Fortunately, when this situation occurred, no conflicts were observed between motorists or between motorists and pedestrians.

Conclusions:

Although our study revealed that an all-way stop control is not numerically warranted, we are recommending an all-way stop control at this location as less restrictive measures have failed to reduce incidents of confusion due to the treatment of this intersection as an all-way stop control by some motorists.
