Subject: Parking on White Heather Boulevard at Percy Williams Junior Public School
Scarborough Malvern
Purpose:
To remove the School Bus Loading Zone and replace it with 30 minute permitted parking on White Heather Boulevard at
Percy Williams Junior Public School.
Financial Implications and Impact Statement:
The $300.00 (approximate) funds associated with the installation of parking regulation signs is available in the
Transportation Services 2000 budget, Cost Centre No. TP0226.
Recommendations:
It is recommended that:
(1) the parking/stopping regulations identified in Appendix 1 of this report be rescinded;
(2) the parking/stopping regulations identified in Appendix 2 of this report be adopted; and
(3) the appropriate by-laws be amended accordingly.
Background:
Transportation Services received a phone call from the principal of Percy Williams Junior Public School requesting that
the School Bus Loading Zone be removed and that it be replaced with 30 minute permitted parking. School buses do not
regularly utilize this loading zone in front of the school.
Comments:
Percy Williams Junior Public School was converted to school side parking/opposite side no stopping regulations in 1993.
The school side parking regulations restrict parking to a 30 minute limit from 8:30 a.m. to 4:30 p.m., Monday to Friday.
Included in these amendments was the addition of a School Bus Loading Zone immediately in front of the school. In
addition to the school side parking/opposite side no stopping regulations, stopping is prohibited between 8:30 a.m. and
4:30 p.m., Monday to Friday near the north school driveway to ensure good sight lines for pedestrians and motorists exiting
the driveway. Percy Williams also has an off-street turning circle.
As the School Bus Loading Zone prohibits all vehicles, other than school buses from stopping in this area, this zone
removes valuable curbside parking spaces that could be used by parents dropping off and picking up children.
Conclusions
The recommendations contained in this report will remove the School Bus Loading Zone signs and replace them with "30
Minute Parking, 8:30 a.m. to 4:30 p.m., Monday to Friday" signs. This will result in 4 extra spaces for curbside pick-up
and drop-off of students. The existing "No Stopping, 8:30 a.m. to 4:30 p.m., Monday to Friday" signs will remain north of
the 30 minute permitted parking area.
