Scarborough Bluffs

Purpose:

To provide Council with preliminary comments on applications by 1335777 Ontario Ltd. to amend the Official Plan and Zoning By-law to permit the development of 15 townhouse units at the south-east corner of Kingston Road and McNab Boulevard; and to seek direction with respect to the community consultation process.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

(1) Staff be directed to schedule a community consultation meeting together with the Ward Councillors.

(2) Staff be authorized to schedule a Public Meeting under the Planning Act to consider this application.

(3) Notices for the community consultation meeting, and for the Public Meeting under the Planning Act, be given according to the Regulations under the Planning Act.

Comments:

The subject lands, which are vacant, were formerly occupied by a service station. The applicants are proposing to develop 15 three-storey townhouse units, within two blocks on this approximate 0.23 hectare (0.6 acre) site. The first block (Block A) would contain 7 units and be oriented towards Kingston Road. The second, 8-unit block (Block B) would face onto McNab Boulevard. Vehicular access to the site would be provided from McNab Boulevard, with parking for the units in Block A to be located within the individual rear yards. Parking for the Block B units would occur along the southerly property line. One parking space per unit is being proposed, with no visitor component having been identified (Attachment Nos. 1 & 2).

The site is designated for Highway Commercial Uses in the Official Plan, and is zoned Highway Commercial (HC) in the Cliffcrest Community Zoning By-law. Permitted uses include automotive related activities, as well as funeral homes hotels/motels, places of worship, offices, recreational uses and specialized commercial uses.

Given the site's previous use as a service station, confirmation will be required that soil remediation has occurred to a level suitable for residential use. The relationship of the project to Kingston Road, buffering for the lower density uses to the south of the project, as well as access and parking arrangements will be addressed as part of staff's review of this application.

Conclusions:

The application has been circulated and the normal review process will follow. At Council's direction, staff will arrange a Community Information Meeting in consultation with the ward Councillors. Upon completion of staff's review of the application, a Public Meeting will be scheduled in accordance with the requirements of the Planning Act, targeted for the third quarter of 2000.
