Applications to amend the Rouge Employment District Secondary Plan and Zoning By-law and for Site Plan Control Approval

Purpose:

To provide preliminary information on the above-noted applications and to seek Community Council's directions on further processing of the applications and on the community consultation process.

Financial Implications and Impact Statement:

The only financial implication resulting from the adoption of this report is the potential revenue from the sale of abutting City property to the applicant.

Recommendations:

It is recommended that:

Staff be authorized to schedule a Public Meeting under the Planning Act to consider this application, targeted for the second quarter of 2000.

(2) Staff be directed to prepare a final recommendation report for the public meeting.

(3) Notice of the Public Meeting to be given in the manner prescribed in the regulations under the Planning Act.

Background:

R.V. Anderson Associates Limited, on behalf of 955159 Ontario Limited, has applied to permit retail uses in an existing 943 square metre (10,000 square feet) building which is now zoned for industrial and office uses.

In order to meet the higher retail parking standards, the owner is proposing to purchase part of a City-owned stormwater course and to deck it over for parking purposes. A report on this proposed sale will be submitted to Scarborough Community Council by the Acting Commissioner of Corporate Services.

The property is subject to an existing site plan agreement.

Comments:

Proposal:



The site is 1886 square metres (0.5 acres) in site. It was originally developed as part of a larger site which included the existing industrial buildings immediately to the south and west. The subject property was subsequently severed off as a separate parcel with common rights-of-way with the remaining property.

No significant alterations are proposed to the exterior of the building. The proposed retail use will require a parking standard of three spaces per 100 square metres, or 29 spaces, whereas the site now provides only 17 spaces. The inclusion of the City-owned land will enable the owner to provide sufficient spaces to meet the retail parking standard for the building.
Official Plan:

General Industrial with High Performance Standards.

Zoning:

Industrial Zone (M), permitting day nurseries, education and training facility uses, industrial uses, offices (excluding medical and dental offices), places of worship and recreational uses, subject to the following provisions:

- all uses shall be conducted wholly within an enclosed building;

- gross floor area of all buildings minus the gross floor area of all basements shall not exceed 0.50 times the lot area;

- minimum lot frontage - 30 metres;

- minimum street yard setback - 3 metres;

- minimum yard setback - 3 metres.

Site Plan Control:

The property is subject to site plan control and, except for the land proposed to be acquired from the City, to an approved site plan.

Issues to be Resolved:

The proposed amendments reflect a continuing trend within the Rouge, Tapscott and Marshalling Yard area to convert both greenfield and built-up sites to retail uses. Enquiries have been made for retail use of lands within the auto park and on the east side of Conlins Road.

The subject site is located close to a major retail centre and to freestanding retail uses on Milner Avenue. The existing buildings to the south and east however are unlikely to be able to provide sufficient parking to support retail uses.

Council may wish to consider directing staff to include the study of the appropriateness of the current land use designations for this area in a future work program.

Conclusions:

The introduction of retail uses to this site may be accommodated with little impact on surrounding properties.
