Purpose:

To provide preliminary information on the above-noted applications and to seek Community Council's direction on further processing of the applciations and on the community information process.

Financial Implications and Impact Statement:

There are no financial implications resulting from the adoption of this report.

Recommendations:

It is recommended that:

Staff be directed to schedule a community consultation meeting in consultation with the Ward Councillors.

(2) Staff be authorized to schedule a Public Meeting under the Planning Act to consider these applications.

(3) Notice for the community consultation meeting and for the Public Meeting under the Planning Act to be given according to the Regulations under the Planning Act.

Comments:

The subject parcel is situated at the north-east corner of Markham Road and Ormerod Street. It is .2 hectares (.5 acres) in area. The site is presently vacant. The grade of the site falls from north to south and west to east.

The site is abutted on the east by new single detached houses, and on the north by a single house, concurrently used as an office.

Proposal:



Bernatt Architect Ltd., on behalf of Yaqoob Khan, has filed the above applications for a 92 unit seniors home. The gross floor area approximates 4050 square metres. The density approximates 490 units per hectare and 2.15 floor space index. The proposed building has a height of five storeys on the Ormerod Street frontage and four storeys on the north property line.

Official Plan:

The Malvern Community Secondary Plan designates the site for Medium Density Residential uses providing for townhouses, low-rise apartments and other such projects to a maximum height of 4 storeys and a maximum net density of 100 units per hectare (40 units per acre).

Zoning:

The subject property is zoned Agricultural-Residential uses, permitting one single-family dwelling. The property is not presently under site plan control.

Issues to be Resolved:

Density, design, massing, use and fit into neighbourhood are issues to be addressed. The site would be impacted by noise from the Light Rapid Transit line should it be extended northward along Markham Road.

Conclusions:

The applications will proceed through the normal review process. At Community Council's direction, staff will arrange a community meeting in consultation with the local councillors. The applications will be brought forward to a Public Meeting in accordance with the requirements of the Planning Act, targetted for the third quarter of 2000.
