Purpose:

To recommend deferral of the Public Meeting on all applications listed above.

Financial Implications and Impact Statement:

None at this time.

Recommendations:

That Scarborough Community Council defer the Public Meeting on the above noted

applications, until the May 2, 2000 meeting of Scarborough Community Council, without

further public notice.

Background:

In February 1999, the Ontario Municipal Board approved an Official Plan amendment for the Morningside Heights area. It envisions a new residential community of approximately 2500 detached, semi-detached, street townhouse and multiple dwellings, with schools, parks, open space, neighbourhood and community shopping facilities and a 26 hectare (65 acres) business park.

Applications have been received for zoning amendments and draft plan approval and one official plan amendment application. Council directed staff to hold a Public Meeting on these applications in the first quarter of 2000.

Comments:

At the time notice was sent for the March 23, 2000 Public Meeting, staff were of the opinion that the technical issues outstanding with respect to the applications could be resolved by the date that a report on the applications was required.

Many issues remain unresolved and we therefore are unable to present final recommendations at this time. Matters not finalised include traffic projections and analysis, required road improvements, right-of-way standards, collector road alignment, total area of park dedication, location and size of parks, provision for a possible community centre, acceptability of staked top-of-bank, limits of Neilson Woodlot, review of Master Environmental Servicing Plan, holding of lots, archaeological and geotechnical studies.

Conclusions:

Resolution of these issues may result in numerous and substantial modifications to the existing plans of subdivision affecting the lotting and road layout of the entire community.

Deferral of the Public Meeting will enable the applicants and public agency staff to resolve outstanding issues and permit staff to bring forward final recommendations on the subdivisions and related applications.
