December 20, 1999
To: Toronto Community Council
From: Acting Commissioner of Urban Development Services
Subject: 250 Bloor Street East, Application No. 999070: Request for approval of minor variances from Chapter 297, Signs,
of the former City of Toronto Municipal Code, upon application by Ryan Gaul / Steel Art Signs, 37 Esna Park Drive,
Markham, Ontario, L3R 1C9 on behalf of Manu Life Financial, 200 Bloor Street East, Toronto, Ontario, M4W 1E5
(Midtown)
Purpose:
To review and make recommendations for an application for minor variances to maintain at 250 Bloor Street East, for
identification purposes, an existing illuminated Time and Temperature Unit sign located on the top floor of the building
facing Bloor Street East.
Financial Implications:
There are no financial implications resulting from the adoption of the report.
Recommendations:
It is recommended that:
(1) City Council approve Application No. 999070 for a minor variance from Chapter 297, Signs, of the former City of
Toronto Municipal Code to maintain at 250 Bloor Street East, for identification purposes, an existing illuminated Time and
Temperature Unit sign located on the top floor of the building facing Bloor Street East.
(2) The applicant be advised, upon approval of Application No. 999070, of the requirement to obtain the necessary permits
from the Commissioner of Urban Development Services.
Comments:
The property is located on the north side of Bloor Street East in a (CR) mixed-use zone district.
The property contains a fourteen-storey office building. The applicant is requesting permission
to maintain at 250 Bloor Street East, for identification purposes, an existing illuminated time and temperature unit sign
located on the top floor of the building facing Bloor Street East.
The sign does not comply with Chapter 297 of the Municipal Code in that this type of sign is not permitted for this location
on the building.
The size and location of the time and temperature unit sign which has not been approved is designed to blend in well with
an already approved "Manulife Financial" fascia sign which is located directly above. It is my opinion that the time and
temperature unit sign does not adversely impact the building, streetscape or the surrounding uses. I am recommending
approval of this application as I find the variances requested to be minor and in keeping with the general intent and purpose
of the sign provisions of the Municipal Code.
